Executive Order No. 83 establishes the Philippine Qualifications Framework to align education and training with industry standards, enhance lifelong learning, and facilitate the mobility of workers by creating a structured system of qualifications across various educational sectors.

Questions (EXECUTIVE ORDER NO. 83)

The main purpose of Executive Order No. 83 is the institutionalization of the Philippine Qualifications Framework (PQF) to establish national standards and levels for outcomes of education, support pathways and equivalencies among education sectors, and align the qualifications framework with international standards for national and international mobility of workers.

The Philippine Qualifications Framework (PQF) was established by Executive Order No. 83, issued by President Benigno S. Aquino III on October 1, 2012.

The three key objectives are: 1) Adopt national standards and levels for outcomes of education; 2) Support development and maintenance of pathways and equivalencies for easy mobility between education sectors and labor market; 3) Align PQF with international qualifications frameworks to support mobility and recognition of Philippine qualifications.

The Secretary of the Department of Education (DepEd) chairs the PQF National Coordinating Committee.

The members include the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), and Professional Regulations Commission (PRC).

The Committee is tasked to issue the Implementing Rules and Regulations within 60 days, provide regular reports on progress and accomplishments to the Office of the President, and coordinate the implementation of the PQF.

Industry sector representatives shall be consulted and involved in detailing and applying the PQF to ensure educational outcomes align with job requirements.

The PQF incorporates an 8-level Qualifications Descriptor system defined in terms of knowledge, skills and values, application, and degree of independence.

The Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED) are responsible for making detailed descriptors based on their respective learning standards and jointly implementing national pilot programs.

PRC and CHED are mandated to review the framework and contents of licensure examinations for each profession and align them with the Philippine Qualifications Framework.

The implementation shall be funded through the existing appropriations of DepEd, TESDA, and CHED.

EO No. 83 contains a Separability Clause stating that if any provision is declared invalid or unconstitutional, the other provisions unaffected shall remain valid and subsisting.

The Executive Order took effect immediately upon its publication in a newspaper of general circulation.
