Executive Order No. 83 establishes the Philippine Qualifications Framework (PQF) to adopt national standards for education outcomes, align with international qualifications frameworks, and provide employers with specific training standards, overseen by a coordinating committee and involving industry sector representatives.

Objectives of the Philippine Qualifications Framework (PQF)

  • Establish national standards and levels for education outcomes.
  • Facilitate pathways and equivalencies enabling mobility across education and training sectors and the labor market.
  • Align Philippine qualifications with international frameworks to support worker mobility and qualification recognition globally.

Creation of the PQF National Coordinating Committee

  • Chaired by the Secretary of the Department of Education (DepEd).
  • Members include Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), and Professional Regulations Commission (PRC).

Functions of the PQF National Coordinating Committee

  • Issue Implementing Rules and Regulations (IRR) within 60 days from effectivity.
  • Provide progress reports and feedback to the Office of the President regarding the implementation.

Industry Sector Involvement

  • Representatives from the industry shall be consulted to align education outcomes with job market requirements.

PQF Level Descriptors

  • Adoption of an 8-level qualification structure.
  • Levels defined by four criteria: knowledge, skills and values, application, and degree of independence.

Development of Learning Standards

Funding

  • Implementation funds to be drawn from existing appropriations of DepEd, TESDA, and CHED.

Repealing Clause

  • All inconsistent issuances, orders, rules, and regulations are revoked or modified to conform to this Executive Order.

Separability Clause

  • If any provision is declared invalid or unconstitutional, the remaining provisions shall remain effective.

Effectivity Clause

  • Effectivity is immediate upon publication in a newspaper of general circulation.
