The purpose of Executive Order No. 83 is to institutionalize the Philippine Qualifications Framework (PQF) which aims to adopt national standards for outcomes of education, support pathways and equivalencies between educational sectors and the labor market, and align the PQF with international qualification frameworks.
The PQF National Coordinating Committee consists of the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), and Professional Regulations Commission (PRC).
The Secretary of the Department of Education (DepEd) chairs the PQF National Coordinating Committee.
The Committee is responsible for issuing the Implementing Rules and Regulations within sixty days of the EO’s effectivity and providing regular feedback to the Office of the President on the implementation of the PQF.
Industry sector representatives are consulted and tapped to ensure the alignment of educational outcomes with job requirements.
The PQF incorporates an 8-level Qualifications Descriptor system based on knowledge, skills and values, application, and degree of independence.
The Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED) jointly create detailed descriptors based on learning standards, competency standards, and academic policies.
The Professional Regulations Commission (PRC) and CHED review licensure examinations to align their framework and contents with the PQF, ensuring consistency with educational qualifications.
The implementation of the PQF is funded by existing appropriations of DepEd, TESDA, and CHED.
All issuances, orders, rules, and regulations or parts thereof inconsistent with Executive Order No. 83 are revoked or modified accordingly.
It took effect immediately upon its publication in a newspaper of general circulation.
The Separability Clause (Section 11) provides that if any provision is declared invalid or unconstitutional, the other provisions remain valid and subsisting.
