President Joseph Ejercito Estrada directs the formulation of an Institutional Strengthening and Streamlining Program for the Executive Branch to enhance efficiency, eliminate redundancies, and improve public service delivery through a coordinated approach led by the newly established Presidential Committee on Effective Governance.

Creation and Composition of Presidential Committee on Effective Governance (PCEG)

  • Chaired by the Executive Secretary, co-chaired by the Secretary of Budget and Management.
  • Members include heads of the National Economic and Development Authority, Civil Service Commission, Finance Department, and Presidential Management Staff.
  • Oversight and coordination of institutional reforms in the Executive Branch.

Functions of the PCEG

  • Study current organization and operations of executive agencies including government corporations and state universities.
  • Prepare a comprehensive Public Sector Institutional Strengthening and Streamlining Agenda.
  • Manage and approve technical assistance for agencies' reform plans.
  • Ensure agency plans align with the overall strengthening agenda and recommend approval to the President.
  • Formulate an Integrated Administrative Reform Plan addressing missions, functions, structures, staffing, compensation, human resource development, and incentive systems.
  • Establish guidelines and procedures for implementation of reforms.
  • Request assistance from government or private sectors as needed.

Support and Role of Department of Budget and Management

  • Provide technical and administrative support to the PCEG.

Sub-Committees Under the PCEG and Their Key Study Areas

  • Service Delivery: Shared government-private roles, alternative delivery systems, corporatization, decentralization, and client interface systems.
  • Organizational Development and Staffing: Strategic positioning, structural changes, organizational productivity, and performance evaluation.
  • Financial Management: Budgeting, accounting, auditing, cash and revenue management, and procurement.
  • Personnel and Change Management: Compensation, career development, executive systems, productivity, capability building, performance appraisal, reform advocacy, and impact mitigation.
  • Information Technology: IT acquisition, use, project development, and implementation.
  • Membership includes representatives from government, private sector, local government leagues, academia, and public employee unions.
  • Sub-committees assist in policy reviews, identify inefficient systems, recommend reforms, help craft agendas and plans, and provide technical support.

Public Sector Institutional Strengthening and Streamlining Agenda

  • To be submitted by PCEG within 90 days of the Executive Order.
  • Includes objectives and policies, macro and sectoral frameworks, government intervention strategies, implementation strategies, role definitions, activity phasing, and guidelines.
  • Serves as a guide for agencies in plan formulation and PCEG’s review basis.

Rewards System

  • PCEG tasked to create a mechanism to reward agencies submitting and implementing their Institutional Strengthening and Streamlining Plans.

Budget Provisions for PCEG

  • Initial funding of Two Million Pesos from Organizational Adjustment Fund.
  • Future funding to be included in annual General Appropriations Act.

Effectivity

  • The Executive Order takes effect immediately upon issuance.
