The Presidential Committee on Effective Governance (PCEG) was created by the President of the Philippines through Executive Order No. 165. Its main function is to oversee and coordinate institutional reforms in the bureaucracy, including studying the organization and operations of the Executive Branch and preparing the Public Sector Institutional Strengthening and Streamlining Agenda.

The Department of Budget and Management is responsible for providing technical and administrative support to the Presidential Committee on Effective Governance (PCEG).

The Sub-Committees focus on service delivery, organizational development and staffing, financial management, personnel and change management, and information technology. Each sub-committee studies specific key areas within these fields such as government-private sector responsibilities, structural changes, budgeting, compensation, and IT resource management.

The PCEG shall submit the Public Sector Institutional Strengthening and Streamlining Agenda to the President within ninety (90) days after the approval of Executive Order No. 165.

The Agenda must include a statement of objectives and policies, a framework for macro, sectoral and agency institutional strengthening, strategies for program implementation, roles of involved players, phasing of activities with timeframes, and guidelines for institutional strengthening and streamlining of departments and agencies.

The Executive Order directs the PCEG to formulate a mechanism to reward agencies that submit and implement an Institutional Strengthening and Streamlining Plan, thereby encouraging effective participation in the reform process.

An amount of Two Million Pesos (P2,000,000), chargeable against the Organizational Adjustment Fund, is authorized to fund the initial operations of the PCEG. Future funding will be included in the annual general appropriations act.
