Coverage of insured local officials
- Section 1 automatically covers every punong barangay, sangguniang barangay member, chairman of the kabataang barangay, barangay secretary, and barangay treasurer who is duly elected or appointed and duly qualified, and who does not receive a fixed salary during incumbency.
- Section 1 automatically covers every member of the sangguniang panlalawigan, sangguniang panlungsod, and sangguniang bayan who is duly elected or appointed and duly qualified, and who does not receive a fixed salary during incumbency.
- Section 1 provides that once a covered official receives a fixed salary—whether in the same capacity or by virtue of a permanent appointment in any other government office, or by election to another public office—coverage ceases automatically.
- Section 1 provides that officials who automatically lose coverage or cease to be covered due to termination or resignation from office for any lawful cause may continue coverage by paying the required premiums.
Death and burial benefits
- Section 2 provides death benefits for an insured official who dies during incumbency.
- For beneficiaries of a punong barangay or a member of the sangguniang panlalawigan, sangguniang panlungsod, or sangguniang bayan, Section 2 grants PHP 20,000.
- For beneficiaries of a member of the sangguniang barangay, barangay secretary, barangay treasurer, or chairman of the kabataang barangay, Section 2 grants PHP 10,000.
- Section 2 requires payment of an additional burial benefit of PHP 2,000 to the beneficiaries within 24 hours after written notice and satisfactory proof of death.
- Section 2 mandates that if a barangay chairman is assassinated or killed while in the performance of duties or on the occasion thereof, beneficiaries receive double the death indemnities provided for in Section 2.
Total and permanent incapacity/disability
- Section 3 provides benefits for total and permanent incapacity or disability as determined by the Government Service Insurance System (the System).
- For a covered punong barangay or a member of the sangguniang panlalawigan, sangguniang panlungsod, or sangguniang bayan, Section 3 grants PHP 12,000.
- For a covered member of the sangguniang barangay, barangay secretary, barangay treasurer, or chairman of the kabataang barangay, Section 3 grants PHP 5,000.
- Section 3 states that the disability must have occurred during incumbency, whether work-connected or not.
- Section 3 provides an additional burial benefit of PHP 2,000 if death occurs within 2 years from the onset of total and permanent incapacity or disability.
- Section 3 prohibits anyone availing of benefits under Section 3 from benefiting from Sections 2, 4, and 5.
Accident injuries: officials covered by RA 6942
- Section 4 provides injury benefits for injuries resulting from an accident occurring during incumbency, whether work-connected or not, for a punong barangay or a member of the sangguniang panlalawigan, sangguniang panlungsod, or sangguniang bayan.
- Section 4 sets a cap stating benefits shall not exceed a maximum benefit of PHP 10,000 per covered year.
- Section 4 provides the following benefit amounts:
- Injury to the brain resulting in loss of sanity: PHP 10,000.
- Permanent loss of sight in both eyes: PHP 10,000.
- Permanent loss of sense of hearing in both ears: PHP 8,000.
- Permanent loss of sight in one eye: PHP 4,500.
- Permanent loss of sense of smell and sense of taste, and of hearing in one ear: PHP 4,000.
- Loss or destruction of two or more limbs: PHP 10,000.
- Loss of one limb: PHP 5,000.
- Loss or destruction of both hands at or above the wrists: PHP 8,000.
- Loss or destruction of both feet at or above the ankles: PHP 8,000.
- Loss or destruction of one hand at or above the wrist: PHP 4,000.
- Loss or destruction of one foot at or above the ankle: PHP 4,000.
- Loss or destruction of every thumb or great toe: PHP 1,000.
- Loss or destruction of every finger or toe: PHP 500.
- Section 4 provides hospitalization-based benefits:
- If the injury requires hospitalization of at least 40 days: PHP 2,000.
- If hospitalization is less than 40 days: an amount not exceeding PHP 1,000, determined by the System and prescribed in its rules and regulations.
- Section 4 provides medical-attention-based benefits for non-hospitalization injuries:
- If medical attention is for at least 15 days: PHP 1,000.
- If medical attention is less than 15 days: an amount not exceeding PHP 500, determined by the System and prescribed in its rules and regulations.
Accident injuries: other barangay officials
- Section 5 provides injury benefits for injuries resulting from an accident occurring during incumbency, whether work-connected or not, for a member of the sangguniang barangay, barangay secretary, barangay treasurer, or chairman of the kabataang barangay.
- Section 5 sets a cap stating benefits shall not exceed a maximum benefit of PHP 5,000 per covered year.
- Section 5 provides the following benefit amounts:
- Permanent loss of sight in both eyes: PHP 5,000.
- Permanent loss of sense of hearing in both ears: PHP 4,000.
- Permanent loss of sight in one eye: PHP 3,000.
- Permanent loss of sense of hearing in one ear: PHP 2,250.
- Loss or destruction of two or more limbs: PHP 5,000.
- Loss of one limb: PHP 2,500.
- Loss or destruction of both hands at or above the wrists: PHP 4,500.
- Loss or destruction of both feet at or above the ankles: PHP 4,500.
- Loss or destruction of one hand at or above the wrist: PHP 2,250.
- Loss or destruction of one foot at or above the ankle: PHP 2,250.
- Loss or destruction of every thumb or great toe: PHP 1,000.
- Loss or destruction of every finger or toe: PHP 500.
- Section 5 provides hospitalization-based benefits:

Premium responsibility and funding
- Section 6 requires the national government to appropriate annually and include in the General Appropriations Act the total annual premiums based on the actual number of local officials covered under Section 1, as certified by the Department of Local Government.
- Section 6 sets the annual premium rates unless later adjusted:
- PHP 247.00 for every punong barangay and member of the sangguniang panlalawigan, sangguniang panlungsod, or sangguniang bayan.
- PHP 62.00 for every member of the sangguniang barangay, barangay secretary, barangay treasurer, and chairman of the kabataang barangay.
- Section 6 provides that the entire appropriation for premium payments shall be released to the System during the first month of every calendar year.
- Section 6 directs the System to conduct periodic actuarial studies to determine adequacy of the contribution.
- Section 6 authorizes premium adjustments based on actuarial studies; the adjusted total annual premiums, based on adjusted premium rates as certified by the System, shall likewise be provided in the General Appropriations Act for applicable years thereafter.
Disqualification from benefits
- Section 7 bars payment of any benefit to an insured official or his beneficiaries when the injury, sickness, disability, or death was occasioned or caused by:
- willful intention to injure or kill himself or another;
- notorious negligence; or
- unauthorized absence or abandonment of office for 3 consecutive months.
Claims processing timeline
- Section 8 requires all claims for payment to be processed and settled within 30 days from submission of all required documents to the System.
- Section 8 requires the processing and settlement be done at the nearest Government Service Insurance System branch.
- Section 8 requires assistance of the local government officer concerned in processing claims.
Implementing rules
- Section 9 requires the System, jointly with the Department of Local Government, to prescribe and promulgate rules and regulations necessary for proper implementation.
- Section 9 sets the timeframe as within 1 month after the effectivity of the Act.
Repeal and effect
- Section 10 repeals or modifies acts, decrees, executive orders, rules, regulations, and parts thereof that are inconsistent with Republic Act No. 6942.
