Republic Act No. 6942 provides insurance benefits for local government officials in the Philippines who do not receive a fixed salary, including death benefits, disability benefits, and compensation for injuries resulting from accidents during their term.

Covered are: every punong barangay, sangguniang barangay member, chairman of the kabataang barangay, barangay secretary, barangay treasurer, and every member of the sangguniang panlalawigan, sangguniang panlungsod, and sangguniang bayan, whether duly elected or appointed and duly qualified, who does not receive a fixed salary during incumbency.

Coverage ceases the moment the official receives a fixed salary—whether in the same capacity or by permanent appointment in another government office, or by election to another public office.

The official may opt to continue the coverage by paying the required premiums.

Death benefit: PHP 20,000. Burial benefit: PHP 2,000, paid within 24 hours after written notice and satisfactory proof of death.

The beneficiaries are entitled to double the amounts of the indemnity provided under Section 2.

(a) Punong barangay or member of sangguniang panlalawigan/panlungsod/bayan: PHP 12,000. (b) Member of sangguniang barangay, barangay secretary, barangay treasurer, or chairman of the kabataang barangay: PHP 5,000.

Disability must be determined by the Government Service Insurance System (GSIS). The disability must occur during incumbency, whether work-connected or not.

A PHP 2,000 burial benefit is payable if death occurs within two (2) years from the onset of total and permanent incapacity or disability.

Anyone availing benefits under Section 3 cannot benefit from Sections 2, 4, and 5.

The benefits are based on the listed injuries and shall not exceed PHP 10,000 per covered year. Examples include PHP 10,000 for loss of sanity due to brain injury; PHP 10,000 for permanent loss of sight in both eyes; and varying amounts for other specific losses, hospitalization, and medical attention durations.

Section 4 applies to punong barangay and members of sangguniang panlalawigan/panlungsod/bayan, with higher maximum of PHP 10,000 per covered year. Section 5 applies to barangay-level officials (e.g., sangguniang barangay members, barangay secretary/treasurer, SK chairman) and caps benefits at PHP 5,000 per covered year, with different amounts and different minimum days for medical attention (at least 7 days in Section 5).

Section 4: hospitalization of at least 40 days qualifies for PHP 2,000; medical attention at least 15 days qualifies for PHP 1,000. Section 5: hospitalization of at least 40 days qualifies for PHP 2,000; medical attention not requiring hospitalization but requiring at least 7 days qualifies for PHP 600.

The national government appropriates annually through the General Appropriations Act the total annual premiums based on the actual number of covered local officials certified by the Department of Local Government, and releases the appropriation to the GSIS during the first month of every calendar year.

PHP 247.00 per punong barangay and per member of sangguniang panlalawigan/panlungsod/bayan; and PHP 62.00 per member of the sangguniang barangay, barangay secretary, barangay treasurer, and SK chairman.

No benefits if injury/sickness/disability/death was caused by: (1) willful intention to injure or kill self or another; (2) notorious negligence; or (3) unauthorized absence or abandonment of office for three (3) consecutive months.

Claims must be processed and settled within 30 days at the nearest GSIS branch from submission of all required documents (with assistance of the concerned local government officer).
