Republic Act No. 11563 increases the bed capacity of the Mayor Hilarion A. Ramiro Sr. Medical Center in Misamis Occidental from 500 to 1,000 beds, while also upgrading healthcare services and facilities, and increasing the workforce accordingly.

Upgrading of Health Care Services and Facilities

  • Professional health care services and facilities of MHARSMC will be upgraded to match the expanded bed capacity.

Increase in Medical Personnel

  • The hospital workforce including doctors, nurses, and support staff shall be increased correspondingly.
  • The Secretary of Health, in coordination with the Secretary of Budget and Management (DBM) and the Civil Service Commission, shall determine additional new positions.

Funding and Implementation

  • The Secretary of Health is tasked to include this Act's implementation in the DOH’s program.
  • Funding shall be appropriated under the annual General Appropriations Act.

Promulgation of Rules and Regulations

  • Within 60 days from the Act's approval, the Secretary of Health, in consultation with the Secretary of the DBM, shall promulgate implementing rules and regulations.
  • These rules are necessary for the effective implementation of the Act.

Amendment to Prior Law and Repeal of Inconsistent Provisions

  • Republic Act No. 10865, the original law establishing MHARSMC, is amended by this Act.
  • Any laws, rules, and regulations inconsistent with this Act are repealed, amended, or modified accordingly.

Effectivity Clause

  • The Act takes effect 15 days after its publication.
  • Publication can be made in the Official Gazette or a newspaper of general circulation.
