Upgrade of Service Facilities and Health Care Services

Alongside the increase in bed capacity, the hospital's service facilities and professional health care services shall be upgraded.
These upgrades are required to correspond with and support the increased bed capacity.

Expansion of Hospital Workforce

The hospital workforce shall be increased proportionately to accommodate the additional beds and upgraded services.
The Department of Health, Department of Budget and Management, and Civil Service Commission shall jointly determine the number of additional plantilla (permanent) positions.
This staffing increase will be implemented following consultation with BGHMC.

Implementation Period

The increase in bed capacity from 500 to 800 beds shall be executed within a maximum period of three (3) years from the date of approval of this Act.

Funding and Program Inclusion

The Secretary of Health is mandated to include the implementation of this Act in the Department of Health’s annual program.
Necessary funding shall be incorporated into the annual General Appropriations Act to support the increase and related improvements.

Repeal of Previous Law

Republic Act No. 8634, which previously increased BGHMC's bed capacity from 400 to 500 beds and upgraded services, is repealed to the extent of any inconsistency with this new Act.

Effectivity Clause

The Act shall take effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation, ensuring public awareness of the new provisions.
