Question & AnswerQ&A (Republic Act No. 11084)
The main objective is to increase the bed capacity of the Baguio General Hospital and Medical Center (BGHMC) from five hundred (500) to eight hundred (800) beds and to appropriate funds for this purpose.
Prior to RA No. 11084, the BGHMC was authorized to have five hundred (500) beds.
The existing service facilities and professional health care services shall be upgraded to conform with and be commensurate to the increased bed capacity.
Section 3 mandates that the existing workforce of BGHMC shall be correspondingly increased, and the Department of Health, in coordination with the Department of Budget and Management and the Civil Service Commission, shall determine the additional plantilla positions to be created and filled after consulting BGHMC.
The increase in bed capacity from five hundred (500) to eight hundred (800) beds shall be implemented for a period not exceeding three (3) years from the approval of the Act.
The Secretary of Health is responsible for including the implementation in the Department of Health's program, and the funding shall come from the annual General Appropriations Act.
RA No. 11084 repealed Republic Act No. 8634, which previously increased the bed capacity of BGHMC from four hundred (400) to five hundred (500) beds.
It took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
The Department of Health, the Department of Budget and Management, and the Civil Service Commission are involved in determining the additional plantilla positions.
The House of Representatives passed it on January 29, 2018, and the Senate passed it on July 24, 2018.
