Implementation Aligned with Development Plan
- The increase in bed capacity must be implemented in accordance with the hospital's development plan.
Upgrade of Facilities and Services
- Existing service facilities and professional health services shall be upgraded and expanded to correspond with the increased bed capacity.
Determination of Additional Staffing
- The Department of Health (DOH), in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), will determine additional plantilla positions needed for the hospital.
- Consultations will involve the management of the Caraga Regional Hospital.
Hospital Development Plan Submission
- The hospital chief is tasked with crafting and submitting a development plan to the DOH.
- This plan should reflect goals aligned with bed capacity and service enhancements.
- Request for staff, capital investments, and operational budget must be based on this plan.
Funding and Inclusion in DOH Programs
- The DOH Secretary shall ensure that implementation of the Act is included in department programs.
- Necessary funding will be included in the annual General Appropriations Act.
Severability Clause
- If any part of the Act is declared unconstitutional, remaining provisions will continue to be effective.
Amendment and Repeal of Inconsistent Laws
- Republic Act No. 8255 is amended to accommodate the changes mandated by this Act.
- All laws, orders, or regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
