Law Summary

Upgrading of Facilities and Health Care Services

  • Hospital facilities and professional health care services at ARMMC shall be upgraded and increased to correspond with the increased bed capacity.

Staffing and Plantilla Positions

  • Department of Health (DOH), in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), will determine and create the necessary additional plantilla positions.
  • This shall be done after prior consultation with ARMMC.

Implementation Aligned with Development Plan

  • The increase in bed capacity and facility upgrades must be implemented consistent with the hospital’s existing five-year development plan.

Funding and Program Inclusion

  • The Secretary of Health shall include the implementation of this Act in the DOH’s programs.
  • Appropriate funding shall be incorporated into the annual General Appropriations Act.

Severability Clause

  • If any provision of the Act is declared unconstitutional, other remaining provisions shall continue to be valid and in full force.

Amendments and Repeals

  • Republic Act No. 7209, as amended by Republic Act No. 9419, is further amended by this Act.
  • Any inconsistent laws, decrees, orders, rules, or regulations are repealed, amended, or modified as necessary.

Effectivity

  • The Act takes effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
