Amendment on Employment of Women and Minors

Section 71 of Republic Act No. 6975 requires that uniformed members of the BJMP and the BFP continue to enjoy subsistence allowance and other allowances as provided by existing law.
Section 2 ties implementation funding to Republic Act No. 8745 (the CY 1999 General Appropriations Act) and its lump-sum appropriation under the Miscellaneous Personnel Benefits Program.
Executive Order No. 116 recognizes that Executive Order No. 18 (August 25, 1998) increased Armed Forces of the Philippines subsistence allowance to guide the parity rationale.

Executive Order No. 116 increases the subsistence allowance because inflation has made the existing P30.00 per day allowance inadequate for appropriate food and nutritional requirements.
Executive Order No. 116 establishes parity in subsistence allowance levels with the increased allowance previously granted to the Armed Forces of the Philippines under Executive Order No. 18.

Section 1 applies to all officers and enlisted personnel of the Bureau of Jail Management and Penology (BJMP).
Section 1 applies to all officers and enlisted personnel of the Bureau of Fire Protection (BFP).
Section 1 increases the subsistence allowance from Thirty Pesos (P30.00) per day to Sixty Pesos (P60.00) per day.
The increased amount under Section 1 takes effect January 1, 1999.

Section 2 requires that funds needed to implement the increase in CY 1999 shall be supported from the lump-sum appropriation of the Miscellaneous Personnel Benefits Program authorized in Republic Act No. 8745.
Section 2 requires that starting thereafter, necessary funds shall be incorporated in the annual regular appropriations of the BJMP and the BFP under the Department of Interior and Local Government.

Section 3 directs the Secretary of the Department of Interior and Local Government to issue implementing instructions necessary and proper to carry out the intent of Executive Order No. 116.
Implementation proceeds through administrative instructions issued by the Department of Interior and Local Government consistent with Section 3.

Section 4 provides that all rules and regulations and other issuances or part thereof that conflict with Executive Order No. 116 are repealed or modified accordingly.
