Covered positions and minimum base pay
- Section 1 requires that the monthly base pay of commissioned Officers of the Armed Forces of the Philippines shall not be less than the following minimums:
- Second Lieutenant or Ensign: PHP 320.00 per month.
- First Lieutenant or Lieutenant Junior Grade: PHP 370.00 per month.
- Captain or Lieutenant Senior Grade: PHP 450.00 per month.
- Major or Lieutenant Commander: PHP 550.00 per month.
- Lieutenant Colonel or Commander: PHP 700.00 per month.
- Colonel or Captain (PN): PHP 900.00 per month.
- Brigadier General or Commodore: PHP 1,100.00 per month.
- Major General or Rear Admiral: PHP 1,300.00 per month.
- Lieutenant General or Chief of Staff: PHP 1,500.00 per month.
Modification of prior pay rules
- Section 2 modifies the pay rates prescribed by Executive Order No. 23 dated October 1, 1962.
- The modified rates are applied in accordance with the minimum base pay amounts in Section 1.
Funding and appropriation requirement
- Section 3 provides that the increases in salaries under Republic Act No. 3592 shall be paid from funds in the National Treasury, to the extent not otherwise appropriated.
- Section 3 requires that, thereafter, amounts necessary to pay the increased salaries shall be included in the annual General Appropriation Acts.
Operational rule on effective implementation
- Pay increases under Republic Act No. 3592 become effective beginning July 1, 1963 under Section 4.
- The minimum monthly base pay limits in Section 1 govern the pay that commissioned AFP officers must receive as their monthly base pay.
