To increase the monthly base pay of commissioned officers of the Armed Forces of the Philippines (AFP) by setting minimum base pay rates for various commissioned ranks.

It modifies the pay rates prescribed by Executive Order No. 23 dated October 1, 1962, to the extent of the new rates under RA 3592.
Commissioned officers of the AFP, with minimum base pay set by rank from Second Lieutenant/Ensign up to Lieutenant General/Chief of Staff.
From any funds in the National Treasury that are not otherwise appropriated.
It provides that thereafter, the necessary sums to pay the increased salaries shall be included in the annual General Appropriation Acts.
