Policy purpose and institutional use
- The rules provide the basis for the formulation and institutionalization of the Training Lineal List (TLL) for PCOs.
- The TLL is intended to give equal opportunities to police officers in taking a mandatory career course.
- The TLL serves as a guide on when police officers will undergo a particular mandatory career course.
- The TLL establishes an institutional mechanism for selecting candidates based on qualified status and priority criteria.
Key definitions for TLL operation
- Training Lineal List (TLL) is an official computer generated priority list of police officers qualified to undergo mandatory schooling.
- Mandatory Career Courses/Trainings are courses where failure to take them results in disqualification for promotion to the next higher rank despite compliance with other promotion qualification standards.
- The mandatory career courses are:
- PSOSEC;
- PSOAC;
- PSOBC; and
- PSOOC.
- Equivalent Course means a course not conducted by the Philippine Public Safety College (PPSC) but accredited and considered equivalent because its Program of Instruction (POI) is very similar to the corresponding mandatory career course.
- The Circular recognizes these equivalent courses:
- GSC is an equivalent of PSOSEC;
- PIOAC, Finance Officers Advance Course, and Technical Service Officers’ Advance Course (TSOAC) are equivalents of PSOAC;
- PIOC and Finance Officer Basic Course (FOBC) are equivalents of PSOOC;
- AFP Officers Candidate Course (AFPOCC) and Probationary 2nd LT Training Course are equivalents of PSOOC;
- Other similar courses that the PNP, PPSC, and the PNPTS may consider offering in the future, including:
- Police Human Resource Management Basic and Advance Courses; and
- other specialized courses depending on PNP training needs.
- Qualified for Schooling refers to PNP personnel who have successfully complied with schooling requirements.
- Candidates for Schooling are PNP personnel who are due to undergo a mandatory career course/training because they belong at the top of the TLL.
- Seniority is the relative status of a police officer in the PNP hierarchy based on rank, time in grade, and the like.
- Rank is the relative status of a police officer in the PNP hierarchy.
- Date of Graduation is the date when an officer has successfully complied with requirements of a particular mandatory career course.
- Mandatory Pre-Requisite Course is the mandatory career course that immediately precedes a higher mandatory career course and must be taken by an officer before the officer can be qualified and allowed to take the higher course.
- Order of Merit is the relative ranking of police officers in the same class in a particular mandatory career course based, among others, on:
- grades in academics;
- practical exercises; and
- physical fitness test.
Three-phase TLL formulation and governance
- The formulation, implementation, and updating of the TLL shall be conducted in three (3) phases: Phase 1, Phase 2, and Phase 3.
- Phase 1 – Formulation: The initial TLL is based on parameters arranged in this order of priority:
- Rank;
- Time-in Grade;
- Length of Service (as an Officer);
- Date of graduation from the latest mandatory schooling; and
- Order of Merit in the latest mandatory schooling.
- Phase 2 – Implementation: After formulation, the initial TLL shall be disseminated to all units/offices to ensure officers have the opportunity to correct/rectify errors or discrepancies in their rankings.
- Officers in the upper bracket of the TLL shall be given priority and considered candidates to take the mandatory career schooling/training.
- In coordination with the PPSC, the DHRDD shall yearly program:
- the number of courses to be opened;
- the number of classes per course;
- the number of participants per class; and
- the officers who will join the class.
- A letter shall be sent to the concerned officers for this purpose at least one year prior to their scheduled training/schooling to provide sufficient preparation time.
Maintenance, updating, and publication
- Phase 3 – Maintenance and Updating assigns responsibility to the DHRDD, through:
- the Chief, Individual Training Program Division (ITPD); and
- the Training and Education Information System (TEIS).
- The DHRDD/ITPD/TEIS shall maintain and update the TLL using merit and graduate data.
- A copy of the Merit and List of Graduates from the PPSC or the PNPTS must be secured immediately after the termination of a mandatory career course or its equivalent for TLL updating purposes.
- The TLL shall be published on a regular basis, and the frequency of publication is determined by the DHRDD.
Rescission and modification of inconsistent rules
- All other rules and procedures inconsistent with these implementing rules are hereby rescinded and/or modified.
Implementing procedure effectivity mechanics
- The Circular’s effectivity is governed by the Revised Administrative Code of 1987, as amended under EO 292, specifically Sections 3 and 4, Chapter 2, Book VII.
- Effectivity occurs fifteen (15) days from filing a copy with the University of the Philippines Law Center.
