Definition of Key Terms
- Training Lineal List (TLL): Official computer-generated priority list of police officers qualified for mandatory schooling.
- Mandatory Career Courses/Trainings: Courses that must be taken to qualify for promotion; failure to complete disqualifies officers from promotion despite meeting other requirements.
- Includes PSOSEC, PSOAC, PSOBC, and PSOOC.
- Equivalent Course: Accredited courses outside the Philippine Public Safety College considered equivalent based on similar program content.
- Qualified for Schooling: Officers who have complied with schooling requirements.
- Candidates for Schooling: Officers positioned at the top of the TLL due for mandatory courses.
- Seniority: Officer's status based on rank and time in grade.
- Rank: Officer's hierarchical position.
- Date of Graduation: Date when officer completes a mandatory course.
- Mandatory Pre-Requisite Course: A course that must be completed before a higher-level mandatory course.
- Order of Merit: Ranking within a graduating class based on academic and physical performance.
Formulation, Implementation, and Updating of the TLL
- Phase 1 - Formulation: Initial TLL based on priority parameters:
- Rank
- Time-in-Grade
- Length of Service as an Officer
- Date of Graduation from latest mandatory schooling
- Order of Merit in the latest schooling
- Phase 2 - Implementation:
- Dissemination of the TLL for error correction by officers.
- Officers in the upper bracket prioritized and considered for mandatory training.
- DHRDD programs annual training including course offerings, number of classes, participant slots.
- Officers receive training schedule letters at least one year in advance.
- Phase 3 - Maintenance and Updating:
- DHRDD through the Individual Training Program Division and TEIS maintains and updates the TLL.
- Immediate updates post-completion of courses using Merit Lists and Graduates List from PPSC or PNPTS.
- Regular publication frequency determined by DHRDD.
Rescission
- All conflicting rules and procedures inconsistent with this circular are rescinded or modified accordingly.
Effectivity
- The implementing rules and procedures take effect fifteen (15) days after filing at the University of the Philippines Law Center.
- Compliance with relevant provisions of the Revised Administrative Code of 1987 as amended.
- Officially adopted on June 6, 2006 by Police Director General Arturo C. Lomibao.
