The TLL is meant to institutionalize and guide equal opportunities for police officers in taking mandatory career courses, and to indicate when qualified officers should undergo particular mandatory schooling.
It is an official computer-generated priority list of police officers who are qualified to undergo mandatory schooling.
They are: (1) Public Safety Officers Senior Executive Course (PSOSEC), (2) Public Safety Officers Advanced Course (PSOAC), (3) Public Safety Officers Basic Course (PSOBC), and (4) Public Safety Officers Orientation Course (PSOOC).
Because failure to take the mandatory career courses results in disqualification for promotion to the next higher rank despite compliance with other promotion qualification standards.
An Equivalent Course is a course not conducted by the Philippine Public Safety College (PPSC) but is accredited and considered equivalent to a mandatory career course due to a similar program of instruction. It counts as a substitute for the mandatory course for qualification purposes.
General Staff Course (GSC) is identified as an equivalent of PSOSEC.
Police Intelligence Officers’ Advance Course (PIOAC), Finance Officers Advance Course, and Technical Service Officers’ Advance Course (TSOAC) are identified as equivalents of PSOAC.
Police Intelligence Officers’ Course (PIOC) and Finance Officer Basic Course (FOBC) are equivalents of PSOOC, and AFP Officers Candidate Course (AFPOCC) and Probationary 2nd LT Training Course are also identified as equivalents of PSOOC.
It is a mandatory course that immediately precedes a higher mandatory career course and must be taken first before an officer can be qualified and allowed to take the higher course.
They are officers who are due to undergo a mandatory career course because they belong to the top of the TLL, meaning they have the highest priority based on the list rankings.
The parameters are arranged by priority: (1) Rank, (2) Time-in Grade, (3) Length of Service as an Officer, (4) Date of graduation from the latest mandatory schooling, and (5) Order of Merit in the latest mandatory schooling.
Phase 1 is Formulation; Phase 2 is Implementation (dissemination and prioritization of candidates); Phase 3 is Maintenance and Updating (handled by DHRDD via ITPD and TEIS, using merit and lists of graduates, and regular publication as determined by DHRDD).
After formulation, the initial TLL is disseminated to all units/offices so officers can correct or rectify errors/discrepancies in their rankings; upper-bracket officers are given priority as candidates for schooling.
The DHRDD through the Chief, Individual Training Program Division (ITPD) and the Training and Education Information System (TEIS) are responsible for maintaining and updating.
A copy of the Merit and List of Graduates from the PPSC or the PNPTS must be secured immediately after the termination of the mandatory career course or its equivalent.
Based on the TLL and in coordination with the PPSC, the DHRDD programs yearly the number of courses, classes per course, participants per class, and the officers who will join each class, and sends a letter to concerned officers at least one year prior to scheduled training.
It takes effect fifteen (15) days from the date of filing of a copy at the University of the Philippines Law Center, in consonance with Sections 3 and 4, Chapter 2, Book VII of EO 292 (Revised Administrative Code of 1987, as amended).
All other rules and procedures inconsistent with the circular are hereby rescinded and/or modified.
