  • Appointment orders issued either by Directorate for Personnel and Records Management (DPRM) or Chiefs of Regional Personnel and Human Resource Doctrine Development Divisions (RPHRDD) serve as basis for allowances.
  • Regional Directors request funds for payment attaching appointment orders.
  • ICA and equipment issued in kind rather than cash to new recruits and PNPA graduates.

Policies and Procedures: Replacement Clothing Allowance (RCA)

  • RCA is given every three years of continuous service to all uniformed personnel.
  • For PNPA graduates, the service counting starts from graduation date which corresponds to initial clothing issuance.

For NHQ/NSUs Personnel:

  • Budget and Fiscal Office (BFO) of DPRM generates list six months before entitlement.
  • Lists are confirmed by respective offices, then orders for RCA issuance are prepared five months prior.
  • Copies of orders given to units for payroll processing.
  • Payment made via individual checks.

For Regional Personnel (PROs):

  • Regional Personnel and Human Resource Doctrine Development Division (RPHRDD) generates prospective grantee list six months prior.
  • Lists confirmed by DPRM, then returned to RPHRDD for order issuance five months prior.
  • RPHRDD requests funds from Directorate for Comptrollership; payrolls prepared in advance.
  • Notification sent to PROs when funds are available.
  • Payment made through individual checks.

Penal Clause

  • Personnel filing fictitious claims face criminal and administrative prosecution.
  • Commanders tolerating such false claims may be held liable as co-conspirators under command responsibility.

Effectivity

  • The Circular takes effect 15 days after filing a copy at the University of the Philippines Law Center.
  • Complies with procedures under the Revised Administrative Code of 1987, as amended.
