This circular establishes guidelines for the processing and granting of Initial Clothing Allowance, Replacement Clothing Allowance, and Individual Equipment Allowance for uniformed personnel of the Philippine National Police, aiming to streamline procedures and ensure timely support for new recruits and existing officers.

The Circular applies to all uniformed personnel of the Philippine National Police and lays out guidelines and procedures for processing initial clothing allowance (ICA) and replacement clothing allowances (RCA).

Uniformed personnel include Police Commissioned and Police Non-Commissioned Officers of the Philippine National Police.

ICA is the allowance given to new recruits upon entry into the Philippine National Police service.

The RCA is given every three (3) years of continuous service to all uniformed personnel of the PNP to replace the initial clothing issued upon recruitment.

For PNPA graduates, the reckoning date for counting the three years of continuous service is the date of their graduation or the date they received their initial clothing allowance.

Individual Equipment Allowance includes supplies and equipment given to newly recruited PNP personnel upon entry, and may also be granted gratuitously to in-service personnel assigned to Police Internal Security Operations subject to fund availability.

Appointment orders are issued by the Directorate for Personnel and Records Management or C, RPHRDD. These orders serve as the basis for the Directorate for Logistics and Regional Logistics to grant the allowances. Funds release is requested by Regional Directors to the Directorate for Comptrollership, and the clothing and equipment are issued instead of monetary allowance.

The Budget and Fiscal Office of DPRM generates the list of grantees six months prior; confirmation is done by their respective offices; orders are issued five months prior to entitlement; copies are furnished to units for payroll preparation; and payment is made through individual checks.

PNP personnel who file fictitious claims shall be subjected to criminal and administrative prosecution. Commanders who tolerate such claims are considered co-conspirators under the principle of command responsibility.

The Circular took effect fifteen (15) days after a copy was filed at the University of the Philippines Law Center, in accordance with Executive Order No. 292, as amended.
