Definitions
- "Basic Necessities and Prime Commodities" include rice (excluding that sold by National Food Authority), food grade corn and corn grits, fresh fish and marine products, fresh chicken eggs, fresh pork, beef, and poultry meat, fresh vegetables (including root crops), fresh fruits, onion, and garlic.
- "OSCA" refers to the Office for Senior Citizen Affairs in cities and municipalities, headed by a senior citizen.
- "Retailer" means entities selling consumer products directly to consumers, including supermarkets, grocery stores, convenience and mini-stores; excludes sari-sari stores, public/private wet markets, talipapa, and cooperative stores.
- "Senior Citizen or Elderly" refers to Filipino residents who are at least 60 years old.
Discount Entitlement
- Senior citizens are entitled to a 5% discount on the regular retail price of basic necessities and prime commodities listed.
- The total purchase amount enjoying the discount shall not exceed PHP 650.00 per calendar week.
- The purchase must include at least four different types of basic necessities or prime commodities from the approved list.
- No carryover of unused discount amounts to the next week.
Identification Requirements
- A senior citizen must present an identification card issued by the OSCA of their city or municipality to avail the discount.
- Retailers may request other government-issued ID if they reasonably doubt the senior citizen's identity.
Purchase Booklet
- Senior citizens shall present a purchase booklet with each transaction.
- The booklet, provided by OSCA, includes senior citizen’s name, list of eligible items, retailer details, date of purchase, and amount.
Priority and Special Lane
- Retailers are encouraged to provide a special express lane for senior citizens when practicable.
- In absence of such a lane, senior citizens should be given priority in service.
Authorized Representatives
- Senior citizens unable to personally make purchases may appoint a representative by written authorization.
- The representative must present their valid government-issued ID, along with the senior citizen’s OSCA ID and authorization letter.
Penal and Administrative Sanctions
- Violations of the provisions are subject to penalties and administrative sanctions as provided under R.A. 9257.
Effectivity
- The Order takes effect fifteen (15) days after its publication in a national newspaper of general circulation.
