It implements the grant of special discounts to senior citizens on purchase of basic necessities or prime agricultural commodities under Section 2 of R.A. 9257 (Expanded Senior Citizens Act of 2003). The purpose is to set the rules under DA jurisdiction.
It applies to senior citizens and retailers as defined in the Order.
Examples include rice (except NFA-retail), food grade corn and corn grits, fresh fish and other marine products, fresh chicken eggs, fresh pork/beef/poultry meat, fresh vegetables including root crops, fresh fruits, and onion and garlic.
No. Rice is included only if it is not sold and retailed by the National Food Authority.
Any resident citizen of the Philippines who is at least sixty (60) years old.
OSCA refers to the Office for Senior Citizen Affairs established in cities and municipalities under the Office of the Mayor, headed by a senior citizen.
Included: supermarkets, grocery stores, convenience/mini-convenience stores, and shops. Excluded: sari-sari stores, public and private wet markets, “talipapa,” and cooperative stores.
Five percent (5%) of the regular retail price.
Yes. The total amount of purchase shall not exceed P650.00 per calendar week without carry over of unused amount.
No. The amount must be spent on at least four (4) kinds of items listed under Section 2(a) of the Order.
A senior citizen must present the OSCA identification card issued by the city-municipality where he/she resides.
The retailer may request any other government-issued identification document, whether national or local.
It is presented to the retailer every time a purchase is made; it contains specified details (senior citizen’s name, list of items, retailer name/address, date of purchase, and amount). It is distributed by the OSCA.
Whenever practicable, retailers shall provide a special express lane; otherwise, senior citizens must be given priority.
Yes. The senior citizen may appoint a representative by written authority. The representative must present a valid government-issued ID, the OSCA-issued ID of the senior citizen, and an authorization letter.
Penal and administrative sanctions are those provided under R.A. 9257.
Fifteen (15) days after its publication in a national newspaper of general circulation.
