  • A “Learning Support Aide (LSA)” means a person who works with a teacher and contributes to learning opportunities that promote achievement and progression of learners, as defined in Department Order (DO) No. 32, s. 2020.
  • “Non-Teaching Personnel” means an employee not actually involved in classroom teaching but indirectly and indispensably assisting delivery of services, including specified support roles such as Administrative Officer, Accountant, Personnel Officer, Supply Officer, Records Officer, and other support staff at central, regional, division, and school levels, as defined in Section 1.4(q) of the IRR of Republic Act No. 9155.
  • “RA 9155” refers to “AN ACT INSTITUTING A FRAMEWORK OF GOVERNANCE FOR BASIC EDUCATION, ESTABLISHING AUTHORITY AND ACCOUNTABILITY, RENAMING THE DEPARTMENT OF EDUCATION, CULTURE AND SPORTS AS THE DEPARTMENT OF EDUCATION, AND FOR OTHER PURPOSES,” also known as the Governance of Basic Education Act of 2001.
  • “RA 10533” refers to “AN ACT ENHANCING THE PHILIPPINE BASIC EDUCATION SYSTEM BY STRENGTHENING ITS CURRICULUM AND INCREASING THE NUMBER OF YEARS FOR BASIC EDUCATION, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES,” also known as the Enhanced Basic Education Act of 2013.

  • “School-Based Management (SBM)” means decentralization of decision-making authority from central, regional, and division levels to the individual schools, bringing together school heads, teachers, students, parents, local government units, and the community to produce improved learning outcomes, as defined in DepEd Order (DO) 45, s. 2015.
  • “Teacher/Teaching Personnel” means a person qualified to practice teaching under the law and engaged in teaching at the basic education level in both private or public basic education institutions, as defined in Section 3(k) of Republic Act No. 11713, and for purposes of this IRR, “teacher” also refers to “teaching personnel.”

TNHS in DepEd systems and basic inputs

  • DepEd must immediately include TNHS in its program of expenditures.
  • DepEd must ensure the provision of basic education inputs necessary for TNHS operations that comply with minimum service standards and match learner and teacher needs.
  • DepEd must provide instructional rooms including academic classrooms, computer room, science laboratory and workshop room, and ancillary facilities including multi-purpose rooms, library, and clinic.
  • DepEd must also include other inputs such as instructional materials, tools, equipment, furniture, and water and sanitation facilities required for public secondary education services.
  • DepEd must include TNHS in the Enhanced Basic Education Information System (EBEIS), the Learner Information System (LIS), and other DepEd management information systems.

School head roles and responsibilities

  • The school head of TNHS must be appointed and compensated in accordance with Republic Act No. 9155, Civil Service laws, and other applicable laws, rules, and regulations and guidelines.
  • The school head must act as both an instructional leader and an administrative manager.
  • The school head must form a team with school teachers/learning facilitators to deliver quality educational programs, projects, and services.
  • The school head must lead a core of non-teaching personnel for the school’s administrative fiscal and auxiliary services.
  • The school head must have authority, accountability, and responsibility for the following functions:
    • Setting the school’s mission, vision, goals and objectives.
    • Creating an environment conducive to teaching and learning.
    • Implementing the school curriculum and being accountable for higher learning outcomes.
    • Developing the school education program and school improvement plan.
    • Offering educational programs, projects and services providing equitable opportunities for all learners in the community.
    • Introducing new and innovative modes of instruction to achieve higher learning outcomes.
    • Administering and managing all personnel, physical and fiscal resources.
    • Recommending the staffing complement based on the school’s needs.
    • Encouraging staff development.
    • Establishing school and community networks and encouraging active participation of teachers organizations, non-academic personnel of public schools, and parent-teachers community associations.
    • Accepting donations, gifts, bequests, and grants for upgrading teachers’/learning facilitators’ competencies, improving and expanding school facilities, and providing instructional materials and equipment, with the requirement that such donations or grants be reported to the appropriate district supervisors and division superintendents.
    • Performing other functions assigned by proper authorities.

Staffing creation and curriculum implementation

  • DepEd must create items and recruit/deploy the necessary teaching and non-teaching personnel in TNHS consistent with existing DepEd guidelines on authorized manpower and staffing complements for public schools of different size categories.
  • DepEd must ensure staffing patterns comply with guidelines and standards set by the Department of Budget and Management (DBM) and the Civil Service Commission (CSC) and other relevant government agencies.
  • DepEd must ensure that hiring and the inclusion of LSA comply with applicable DepEd guidelines on hiring teachers and LSA.
  • TNHS must implement the basic education curriculum formulated and designed by DepEd.
  • TNHS curriculum implementation must conform to the standards and principles under Section 10, Rule II of the IRR of Republic Act No. 10533 and other pertinent DepEd issuances.

Monitoring, evaluation, appropriations, and effectivity

  • TNHS must endeavor to produce high learning outcomes.
  • TNHS performance must be closely monitored and reported by the concerned DepEd division and regional offices consistent with school-based management and other operationalization systems.
  • The Secretary of Education must immediately include in the Department’s program the operationalization of TNHS.
  • The initial funding for TNHS operationalization must be charged against the current year's appropriation of the Arena Blanco National High School - Tigtabon Annex.
  • The amount necessary for the continued operation of TNHS must be included in the annual General Appropriations Act.
  • The IRR takes effect fifteen (15) days after publication in the Official Gazette or in a newspaper of general circulation.
  • The IRR must be registered with ONAR at the UP Law Center, UP Diliman, Quezon City.

Amendments, repeals, and separability

  • Amendments to the IRR must be promulgated by the Secretary of DepEd and, where applicable, in consultation with TNHS.
  • All DepEd Orders and other related issuances, rules and regulations, and provisions inconsistent with the IRR are repealed, rescinded, or modified accordingly.
  • If any clause, sentence, paragraph, or part of the IRR is declared unconstitutional, the remaining provisions continue in full force and effect.
