The IRR is issued pursuant to Section 4 of RA 11655. It is promulgated by the Department of Education (DepEd).
It is separated from Arena Blanco National High School and converted into an independent national high school to be known as Tigtabon National High School (TNHS).
All personnel, assets, liabilities, and records of the Arena Blanco National High School - Tigtabon Annex are transferred to and absorbed by TNHS.

The school head is an instructional leader and administrative manager, forming a team with teachers/learning facilitators and leading a core of non-teaching personnel for administrative, fiscal, and auxiliary services.
