Legal and Educational Framework

Separation and Conversion
- Arcelo Memorial National High School Annex in Liloan is separated and converted into LNHS.
- LNHS is an independent national high school with its own administration and resources.
Transfer of Assets and Personnel
- All personnel, assets, liabilities, and records of the Annex are transferred to LNHS.
Definitions
- Defines critical terms such as "Act" (RA 11654), "Learning Facilitator," "Learning Support Aide," "Non-Teaching Personnel," "School-Based Management," "Teacher/Teaching Personnel," among others.

Inclusion in Budget and Systems
- LNHS is immediately included in DepEd's program of expenditure.
- DepEd shall provide all necessary basic education inputs like classrooms, laboratories, instructional materials, sanitation, and furniture.
- LNHS shall be included in DepEd's Enhanced Basic Education Information System (EBEIS) and Learner Information System (LIS).
School Head Responsibilities
- The school head is appointed and compensated under RA 9155 and Civil Service laws.
- Functions as instructional leader and administrative manager overseeing teachers, non-teaching personnel and resources.
- Responsibilities include setting school mission, curriculum implementation, staff development, resource management, community relations, accepting donations, and performing duties assigned by authorities.
Personnel Creation and Deployment
- DepEd shall create posts and recruit teaching and non-teaching personnel as per staffing guidelines.
- Staffing shall comply with DepEd, DBM, Civil Service Commission, and other relevant policies.
Curriculum Implementation
- LNHS must implement the basic education curriculum prescribed by DepEd in line with RA 10533 and related policies.
Monitoring and Evaluation
- LNHS performance will be monitored by DepEd Division and Regional offices with emphasis on producing high learning outcomes consistent with school-based management.
Appropriations
- Initial funding for LNHS will come from the budget previously allocated to the Annex.
- Subsequent funding will be included in the annual General Appropriations Act.
Separability, Amendments and Repealing Clauses
- Invalid provisions of the IRR do not affect the validity of the remaining provisions.
- Amendments to the IRR require promulgation by the DepEd Secretary with consultation with LNHS as applicable.
- Conflicting DepEd Orders and regulations are repealed or modified to conform with this IRR.
Effectivity
- The IRR takes effect fifteen days after publication in the Official Gazette or a newspaper of general circulation.
- It must be registered with the Office of the National Administrative Register at UP Law Center.
