Inclusion in DepEd Budget and Systems

  • DepEd must immediately include SSHS in its program of expenditures consistent with Section 3 of the Act (Section 6).
  • DepEd must ensure the provision of basic education inputs needed for SSHS operations that comply with minimum service standards and match learners’ and teachers’ needs (Section 6).
  • Basic education inputs include instructional rooms such as academic classrooms, computer room, science laboratory, and workshop room (Section 6).
  • Basic education inputs include ancillary facilities such as multi-purpose rooms, library, and clinic (Section 6).

School Head Authority and Responsibilities

  • The school head of SSHS is appointed and compensated in accordance with RA 9155, Civil Service laws, and other applicable laws, rules, and regulations, and guidelines (Section 7).
  • The school head serves as both an instructional leader and an administrative manager (Section 7).
  • The school head forms a team with school teachers/learning facilitators for delivering quality educational programs, projects, and services (Section 7).
  • The school head leads a core of non-teaching personnel handling the school’s administrative fiscal and auxiliary services (Section 7).
  • Under SBM and national educational policies, the school head has authority, accountability, and responsibility for:
    • setting mission, vision, goals, and objectives (Section 7.1);
    • creating a teaching-learning conducive environment (Section 7.2);

    • developing the school education program and school improvement plan (Section 7.4);
    • offering educational programs, projects, and services providing equitable opportunities for all learners in the community (Section 7.5);
    • introducing new and innovative modes of instruction to achieve higher learning outcomes (Section 7.6);
    • administering and managing personnel and physical and fiscal resources (Section 7.7);
    • recommending the school’s staffing complement based on needs (Section 7.8);
    • encouraging staff development (Section 7.9);
    • establishing school and community networks and encouraging participation of teachers organizations, non-academic personnel of public schools, and parent-teachers community associations (Section 7.10);
    • accepting donations, gifts, bequests, and grants for upgrading teachers’/learning facilitators’ competencies, improving/expanding facilities, and providing instructional materials and equipment, with reporting to the appropriate district supervisors and division superintendents (Section 7.11);
    • performing other functions assigned by proper authorities (Section 7.12).

Staffing Creation, Recruitment, and Deployment

  • DepEd shall create items and recruit/deploy the necessary teaching and non-teaching personnel in SSHS (Section 8).
  • Recruitment and deployment must be consistent with DepEd guidelines and standards on:
    • the authorized manpower and staffing complement of public schools and/or establishment of organizational structures and staffing patterns for small, medium, large, and extra-large public schools (Section 8);
    • existing guidelines on the hiring of teachers and LSA (Section 8).
  • The teaching and non-teaching personnel team must be consistent with DBM, CSC, and other relevant government agencies’ guidelines and standards on staffing (Section 8).

Curriculum Implementation and School Monitoring

  • SSHS shall implement the basic education curriculum formulated and designed by DepEd (Section 9).
  • Curriculum implementation must follow the standards and principles under Section 10, Rule II of the IRR of RA 10533 and other pertinent DepEd issuances (Section 9).
  • SSHS must endeavor to produce high learning outcomes through school-based management operationalization (Section 10).
  • SSHS performance is to be closely monitored and reported by the concerned DepEd division and regional offices (Section 10).

Appropriations and Funding Responsibility

  • The Secretary of Education must immediately include in the Department’s program the operationalization of SSHS (Section 11).
  • The initial funding is charged against the current year’s appropriation of the Lydia D. Martinez Memorial High School - Sugod Senior High School Extension (Section 11).
  • Thereafter, amounts necessary for continued operation of SSHS are included in the annual General Appropriations Act (Section 11).

Amendments, Repeal, Separability, and Effectivity

  • Amendments to the IRR are promulgated by the Secretary of DepEd, and where applicable, in consultation with SSHS (Section 13).
  • Inconsistent DepEd orders and other related issuances, rules and regulations, and provisions are repealed, rescinded, or modified accordingly (Section 14).
  • If any clause, sentence, paragraph, or part of the IRR is declared unconstitutional, the remaining provisions remain in full force and effect (Section 12).
  • The IRR becomes effective after publication and ONAR registration, taking effect fifteen (15) days after publication and completing registration with ONAR as required (Section 15).
