The IRR is issued pursuant to Section 4 of Republic Act No. 11652 (approved March 11, 2022).
It is separated from Lydia D. Martinez Memorial High School and converted into an independent senior high school to be known as Sugod Senior High School (SSHS).
They are transferred to and absorbed by Sugod Senior High School.
It primarily applies to the administration, organization, and procedures for operating SSHS to offer complete secondary education, consistent with constitutional mandates and related education laws (RA 9155 and RA 10533).
It is defined as under Section 3(i) of RA 9155 as the key-learning support person supervising/facilitating the learning process and activities.
An LSA works with a teacher to provide learning opportunities that promote learner achievement and progression, as defined under Department Order (DO) No. 32, s. 2020.
Non-teaching personnel are employees not actually involved in classroom teaching but indirectly and indispensably assisting delivery of services, including specific administrative/support roles, as defined under Section 1.4(q) of the IRR of RA 9155.
DepEd must immediately include SSHS in its program of expenditures and ensure inputs; it must also include SSHS in systems such as EBEIS, Learner Information System (LIS), and other DepEd management information systems.
Examples include adequate instructional rooms (academic classrooms, computer room, science laboratory/workshop room), ancillary facilities (multi-purpose rooms, library, clinic), instructional materials/tools/equipment/furniture, and water and sanitation facilities.
The school head shall be appointed and compensated in accordance with RA 9155, Civil Service laws, and other applicable laws, rules, and regulations, and guidelines.
Examples: (7.1) setting mission/vision/goals; (7.2) creating conducive learning environment; (7.3) implementing curriculum and accountability for learning outcomes; (7.4) developing education program and school improvement plan; (7.7) administering/managing personnel and resources; (7.10) establishing networks and encouraging participation; (7.11) accepting and reporting donations/grants; among others.
DepEd shall create the items and recruit/deploy teaching and non-teaching personnel consistent with existing DepEd guidelines and standards on authorized staffing/manpower and organizational structures, including hiring of teachers and LSA, and consistent with DBM, CSC, and other relevant government rules.
SSHS must implement the basic education curriculum formulated and designed by DepEd, consistent with standards and principles under Section 10, Rule II of the IRR of RA 10533 and other pertinent DepEd issuances.
SSHS performance shall be closely monitored and reported by the concerned DepEd division and regional offices, consistent with school-based management and operationalization of public basic education schools.
It will be charged against the current year’s appropriation of the Lydia D. Martinez Memorial High School – Sugod Senior High School Extension.
Thereafter, the amount necessary for continued operation shall be included in the annual General Appropriations Act.
Separability: if any part is declared unconstitutional, the remaining provisions remain effective. Repealing: all inconsistent DepEd orders/issuances/rules are repealed, rescinded, or modified accordingly.
It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation, and it is registered with the ONAR at the UP Law Center, UP Diliman, Quezon City.
