Rationale and Legal Framework
- The IRR applies to the administration, organization, and procedures for operating ELNHS.

- Complies with RA 9155 (Governance of Basic Education Act of 2001), RA 10533 (Enhanced Basic Education Act of 2013), and other education-related laws.
Separation and Conversion
- The Sangay Extension is officially separated from Mariano Peralta National High School.
- It is converted into the independent Ernesto Lopez National High School.
Transfer of Assets and Personnel
- All personnel, assets, liabilities, and records from the Sangay Extension transfer to ELNHS.

- Learning Facilitator: Supervises and facilitates learner activities as per RA 9155.
- Learning Support Aide (LSA): Collaborates with teachers to promote learner achievement as per DO No. 32, s. 2020.

School Head Responsibilities
- The school head shall be appointed under RA 9155 and Civil Service rules.
- Acts as both instructional leader and administrative manager.
- Responsibilities include setting mission and goals, implementing curriculum, managing resources and personnel, encouraging staff development, and fostering community participation.
- Authority includes accepting donations and leading school improvement initiatives.
Staffing and Recruitment
- DepEd shall create positions and deploy teaching and non-teaching personnel per existing guidelines and applicable government standards.
- Compliance with Department of Budget and Management and Civil Service Commission regulations is mandatory.
Curriculum Implementation
- ELNHS shall implement the DepEd-prescribed basic education curriculum consistent with RA 10533 guidelines.
Monitoring and Evaluation
- ELNHS’s performance will be monitored by DepEd’s Division and Regional Offices as part of the School-Based Management system.
Funding Appropriations
- Initial funding shall be charged to Mariano Peralta National High School - Sangay Extension’s current year appropriation.
- Future funding will be sourced from the annual General Appropriations Act.
Legal Provisions
- Separability Clause ensures remaining IRR provisions remain valid if any part is found unconstitutional.
- Amendments shall be promulgated by the Secretary of Education in consultation with ELNHS.
- Repealing Clause nullifies conflicting existing DepEd orders or regulations.
- The IRR becomes effective 15 days after publication and shall be registered with the Office of the National Administrative Register (ONAR).
