ELNHS shall implement the basic education curriculum formulated and designed by DepEd in accordance with the standards and principles set forth under Section 10, Rule II of the IRR of RA 10533 and other pertinent issuances of DepEd.

DepEd shall immediately include ELNHS in its program of expenditures and ensure the provision of basic education inputs necessary for its operations. ELNHS will also be included in DepEd's Enhanced Basic Education Information System (EBEIS), the Learner Information System (LIS), and other management information systems.

The Department of Education (DepEd) is responsible for creating the necessary positions and recruiting/deploying teaching and non-teaching personnel for ELNHS, consistent with existing guidelines and standards set by DepEd, Department of Budget and Management (DBM), Civil Service Commission (CSC), and other relevant government agencies.

The IRR shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
