Date of Election
- Barangay and Sangguniang Kabataan (SK) elections are synchronized.
- Scheduled dates include July 15, 2002, last Monday of October 2007, and every three (3) years thereafter.
- SK elections slated for October 28, 2013, postponed by COMELEC to a date between October 28, 2014, and February 23, 2015.
Term of Office
- Incumbent SK Chairmen and Members serve only until term expiration at noon on November 30, 2013.
- SK Chairmen serving as ex-officio members of various sanggunian cease such capacity upon term expiration.
Appointment
- SK positions remain vacant until duly elected officials qualify.
- No appointments allowed to fill vacancies during postponement.
Use and Allocation of SK Funds
- 10% of barangay general fund allocated for SK must be used exclusively for youth development programs until officials are elected.
- Allocations include:
- Youth development programs: capacity-building, leadership training, employability skills, value formation, health services, out-of-school youth programs, socio-cultural and sports, disaster preparedness, and similar youth initiatives.
- Reserve 10% but not less than Php 10,000 for SK election expenses.
- Transparency mandated:
- Posting of Youth Development Plan, Budget, and Disbursement reports in barangay hall and public places.
- Submission of semi-annual and annual accomplishment reports to DILG and National Youth Commission.
Committee and Task Force on Youth Development
- Chairperson of Women and Family Committee also chairs Youth and Sports Development Committee.
- Task Force on Youth Development in each barangay comprises this chairperson plus eight youth members nominated by Katipunan ng Kabataan and other youth organizations.
- Member qualifications include:
- Age 15-17 at designation date.
- Good moral character.
- Barangay residency of at least six (6) months.
- No close familial relation (up to 4th degree) to sangguniang barangay officials.
- Nominee list posted for public feedback.
- Hearings conducted to assess nominee qualifications.
- If nominees are disqualified, additional nominations or reduction of members to a minimum of four (4) youth members permitted.
- Task Force organized within 30 days from IRR effectivity.
- Responsibilities include formulating Youth Development Plan and overseeing program implementation and fund utilization.
- Youth Development Plan to be integrated into Barangay Development Plan, including leadership and employability training.
Formulation and Submission of Youth Development Plan and Budget
- Task Force prepares one-year development plan and budget serving as the basis for Youth Development Budget.
- Plan submitted to Punong Barangay or Barangay Appropriations Committee for review and inclusion in overall Barangay Development Plan.
- Punong Barangay may suggest adjustments for improvement.
- Barangay Appropriations Committee includes Youth Development Plan and Budget in comprehensive development plan.
- Sangguniang Barangay enacts budget ordinance and submits for higher local government concurrence.
Access to Funds
- Task Force may access funds following barangay budget approval.
- Each project/activity requires an individually designed plan signed by all Task Force members.
- Plans submitted to Punong Barangay for approval before fund utilization.
Final Provisions
- Separability Clause: Invalidity of any provision does not affect remaining rules.
- Repealing Clause: Conflicting laws and issuances are repealed, amended, or modified.
- Rules take immediate effect upon approval by Commission on Elections Chairman and DILG Secretary.
