 - The State recognizes the vital role of the youth in nation building and shall protect their physical, moral, spiritual, intellectual and social well-being, inculcate in them patriotism, and encourage their active participation in public and civic affairs as declared in Article II, Section 13 of the 1987 Philippine Constitution. 
- They were scheduled for October 28, 2013, but were postponed to a date determined by the COMELEC between October 28, 2014 and February 23, 2015. 
- All incumbent SK Chairmen and SK Members shall remain in office only until their term expires at noon of November 30, 2013. No hold-over is allowed. 
- No, SK positions shall remain vacant until duly elected and qualified officials assume office. No appointments shall be made to vacant SK positions. 
- Ten percent of the general fund of the barangay allocated for SK shall be used by the Sangguniang Barangay solely for youth development programs or projects until a new set of SK officials are duly elected and qualified. 
- Eligible programs include Capacity-Building, Leadership Training/Youth Camp Programs, Employability Skills Training, Value Formation, Citizenship/Nation-Building Seminars, Health Services and Adolescent Reproductive Health Programs, Out of School Youth Programs, Sociocultural and Sports Development, Disaster Preparedness and Climate Change Adaptation, and other similar youth-related development projects. 
- Ten percent but not less than Ten Thousand (Php10,000) pesos shall be reserved in case SK elections are conducted. 
- The Youth Development Plan and Budget, as well as the report on disbursements and expenses, must be posted on the bulletin board in the barangay hall, three conspicuous or public places in the barangay, and on the official barangay website if available. 
- The Sangguniang Barangay member elected as chairperson of the Committee on Women and Family shall also serve as the chairperson of the Committee on Youth and Sports Development. 
- The Task Force consists of the Chairperson of the Youth and Sports Development Committee and eight (8) members nominated by Katipunan ng Kabataan and other youth organizations. The members must be 15 to 17 years old at designation, of good moral character, residents of the barangay for at least six months before appointment, and not related within the fourth degree of consanguinity or affinity to any sangguniang barangay official. 
- Nominees' names must be posted for three consecutive days on the barangay hall bulletin board. A hearing conducted by the Chairperson of the Youth and Sports Development Committee is held to determine the nominees' capability and qualifications. After the hearing, eight members are recommended to the Sangguniang Barangay ensuring representation of all youth sectors. If fewer than eight qualified members are available, the number shall not be less than four. 
- The Task Force is mandated to formulate a Youth Development Plan and ensure implementation of programs and projects included in the Plan in the barangay, and to ensure the proper utilization of SK funds exclusively for youth development. 
- The Youth Development Plan is submitted for review and adoption by the Sangguniang Barangay to integrate it into the overall Barangay Development Plan. Leadership and Employability Skills Training are also included in the Barangay's Capacity Development Agenda. 
- The Task Force prepares the SK budget and development plan containing programs, projects, and corresponding fund requirements. It submits the plan to the Punong Barangay or Appropriations Committee for review and inclusion in the Barangay Development Plan. The Sangguniang Barangay then enacts a budget ordinance and submits it to the Sangguniang Panlungsod/Bayan as required. 
- After the barangay budget is approved by the Sangguniang Barangay, the Task Force can access funds for planned projects. It must prepare individual activity designs signed by all Task Force members detailing the process and indicating fund usage, and submit these to the Punong Barangay. 
- The remaining provisions unaffected by such declaration shall continue in full force and effect. 
- All laws, presidential decrees, proclamations, executive orders, regulations, or other issuances inconsistent with these Rules are repealed, amended or modified accordingly.
