Scope and Applicability

  • Revalidation of certificates (Regulation V/1) pertains only to Masters and Officers.
  • Renewal of documentary evidence (Regulations V/2 and V/3) applies to Masters, Officers, and Ratings.

Responsibilities for Application

  • The shipping company, manning agency, or seafarer’s union/association must file applications for revalidation/renewal.
  • Walk-in application facilities may be established if necessary.

Documentary Requirements for Revalidation and Renewal

  • General Tanker Operation:

    • Present original General Tanker Certificate.
    • Proof of at least 12 months sea service on tankers in the previous five years, or
    • At least 3 months performing cargo-related duties or
    • Completion of approved training and passing an approved test.
  • Specialized Tanker Operations (Oil, Chemical, Liquefied Gas Tankers):

    • Present original Specialized Tanker Certificate.
    • Minimum 12 months sea service related to certificate functions in past five years.
    • Alternatives include specific months aboard relevant tanker vessel with cargo handling responsibilities, with or without approved test.
  • Crowd Management and Safety Training (V/2 and V/3):

    • Present original documentary evidence.
    • Minimum 12 months sea service including 3 months aboard ro-ro passenger or passenger vessels.
    • Passing an approved test as alternative.
  • Crisis Management and Human Behavior (V/2 and V/3):

    • Present original certificate.
    • Minimum 12 months sea service with relevant functions including 3 months aboard ro-ro passenger or passenger vessels.
    • Passing an approved test as alternative.

Document Verification

  • The National Assessment Center’s authorized assessor verifies completeness and authenticity of submitted documents.

Issuance of Revalidated Certificates and Documentary Evidence

  • Seafarers meeting all requirements shall be issued the appropriate documents.
  • Documents shall indicate date of issue and expiry date.

Special Provisions

  • Seafarers not covered by the guidelines may apply under Section 5 of MTC Resolution No.1, S.2001 for revalidation/renewal.

Effectivity

  • The Memorandum Circular takes effect immediately as of January 14, 2005.
