Applicants need the original documentary evidence issued by the MTC, plus sea service on ro-ro passenger vessels for at least 12 months with 3 months served on ro-ro passenger vessels, or have passed an approved test.

The authorized assessor of the National Assessment Center reviews, verifies, and evaluates the document completeness under this Memorandum Circular.
