Issuance of Order of Payment Slips (OPS) by Bureau of Immigration
- The Bureau of Immigration (BI), Manila, issues pre-numbered and pre-coded OPS in six copies for fee payments under the Alien Social Integration Act (RA 7919).
- The OPS authorizes the accredited bank to accept payments from applicants.
Validation and Handling of OPS by the Bank
- The bank machine-validates all original and duplicate copies for cash or check payments.
- The bank retains two copies (one for its files and one duplicate) and furnishes the duplicate to the Bureau of Treasury (BTr)/Regional Fiscal Examiners along with a BANK NOTICE OF DEPOSITED COLLECTIONS.
- The original OPS is retained by the applicant and submitted to BI for validation, who holds three copies.
Reporting and Credit Advice by the Bank
- The bank issues and delivers a credit advice to the National Cash Accounting Division, Bureau of Treasury, within two days from the value date.
- This credit advice is accompanied by a summary of numbered BANK Notice of Deposited Collections corresponding to the credit amount.
Bureau of Immigration Disbursements and Notices of Cash Allocation
- Disbursements for publication costs related to each alien applicant require a Notice of Cash Allocation (NCA) from the Department of Budget and Management (DBM).
- Exception: BI may establish a trust fund if authorized, to circumvent standard circulars restricting the use of fees collected.
Reconciliation and Reporting by Bureau of Treasury Fiscal Examiners
- BTr/Regional Fiscal Examiners prepare consolidated reports of deposited payments by reconciling BANK Notice of Deposited Collections against validated duplicate OPS copies.
- These documents are collected from the bank twice weekly, every Monday and Wednesday, following guidelines in DOF Order No. 14-94.
Implementation and Effectivity
- A Memorandum of Agreement between the Treasurer of the Philippines and the accredited bank is required for implementation.
- The Order became effective on June 1, 1995, providing regulatory structure for collection and remittance of Alien Social Integration Fees under RA 7919.
