    • Organize PMU and appoint its Project Director.
    • Confirm contracts entered by Project Director.
    • Submit quarterly progress reports to the President, RDC, NEDA Board, and Congress.
    • Formulate implementing rules for ADP Office operations.
    • Perform additional functions as directed by the President or RDC.

Role and Functions of the Project Management Unit (PMU)

  • Serves as the technical and administrative secretariat of the Board.
  • Handles day-to-day operations of the ADP Office.
  • Powers and duties include:
    • Coordination of preparation of plans, investment programs, and budgets with line agencies and LGUs.
    • Coordination among agencies, LGUs, financing institutions, NGOs for project implementation.
    • Entering contracts necessary for ADP Office administration, subject to existing laws.
    • Conduct periodic review and evaluation; design and operate a monitoring and evaluation system consistent with the Regional Project Monitoring and Evaluation System (RPMES).
    • Other duties as directed by the Board.
  • Staff composition and structure reviewed/approved by DBM upon Board’s endorsement.

Coordination Mechanism

  • National Level: NEDA Secretariat acts as oversight body.

    • Ensures project goals align with overall government policies.
    • Maintains liaison with central agencies and funding bodies.
    • Conducts monitoring and periodic review to ensure timely implementation.
    • Executes functions as provided by law.
  • Regional Level: Regional Development Council Responsibilities:

    • Ensure Project Board’s goals align with Regional Development Plan.
    • Approve multi-year and annual plans and investment programs.
    • Endorse annual project budget including ADP Office operations to DBM.
    • Monitor and review project to meet targets and objectives.
    • Perform additional functions as directed by NEDA Board.

Responsibilities of Implementing Agencies

  • Line agencies/departments and local government units (LGUs) responsible for implementing their respective project components.
  • Contracts related to preparation/implementation governed by existing agency procedures.
  • Agencies must ensure implementation complies with Loan/Grant Agreement terms.

Operational and Financial Provisions

  • Department of Budget and Management (DBM) to allocate necessary funds from General Appropriations Act lumpsum appropriations.
  • Funds support the ADP Office’s operational requirements based on approved work and financial programs.

Term and Effectivity

  • ADP Office's existence is coterminous with the project implementation period as approved by NEDA Board.
  • The Executive Order is effective immediately upon signing.
