Executive Order No. 474 establishes the South Cotabato/General Santos City Area Development Project (ADP), a multi-sectoral project focused on the development of specific geographic areas in the Philippines, with a Project Board and Project Management Unit (PMU) overseeing its implementation and coordination.

The South Cotabato/General Santos City Area Development Project Office (ADP Office) is the entity established to coordinate, supervise, and direct the implementation of the project, and it is placed under the Regional Development Council, Region XII.

The Project Board of the ADP Office is composed of: the Secretary of Agriculture as Chairman; the Regional Director of NEDA Region XII as Vice-Chairman; the Provincial Governor of South Cotabato; the Mayor of General Santos City; representatives from government agencies involved in the project; and representatives from non-government organizations designated by the Regional Development Council and Regional Assembly, Region XII.

The Project Board formulates and establishes development goals and policies, provides overall direction and supervision, encourages support from government and NGOs, reviews and endorses plans and budgets, organizes the Project Management Unit, confirms contracts, submits reports, formulates implementing rules, and performs other functions as directed by the President or RDC.

The PMU serves as the technical and administrative secretariat of the Board, undertakes day-to-day activities, coordinates preparation of plans and budgets, coordinates with agencies and NGOs, enters into contracts for administrative operations, monitors and evaluates project implementation, and performs other duties assigned by the Board.

The PMU is headed by the Project Director appointed by the Project Board.

At the national level, the NEDA Secretariat serves as an oversight body, ensuring coordination of development goals, maintaining liaison with central agencies, monitoring project progress, and facilitating expeditious implementation.

The RDC ensures project goals and policies align with the Regional Development Plan, approves plans and investment programs, endorses the annual budget to the DBM, monitors and reviews project progress, and performs other functions as directed by the NEDA Board.

Line agencies and local government units are responsible for implementing their respective components of the project and ensuring contracts for project preparation and implementation adhere to existing procedures, and that components comply with terms of the Loan/Grant Agreements.

The Department of Budget and Management (DBM) allocates necessary funds for the operational requirements of the ADP Office from lump sum appropriations in the General Appropriations Act, based on the work and financial programs submitted by the Project Board and endorsed by the RDC.
