Legal basis and prior systems

  • The adoption is grounded on the direction that national government offices implement performance appraisal for CES officials pending a new CES performance system.
  • Circular No. 5, series of 2004 of the Career Executive Service Board (CESB) (issued 28 July 2004) directs heads of departments and agencies of the national government, including government-owned or controlled corporations with original charters, to implement semi-annual or annual internal performance appraisal for CES officials pending development of a new CESPES.
  • Administrative Order No. 161 (dated 6 December 1994), provides that incentive pay is based on individual personnel productivity and performance as determined by the heads of offices/agencies, in accordance with Civil Service Commission policies and standards.
  • The OP-PMES adopted for third level officials is based on the PMES prescribed for first and second level personnel under Memorandum Order No. 149 dated 15 October 2004, as amended by Memorandum Order No. 149-A dated 29 October 2004.
  • For the rating period covering July to December 2004, the PMES prescribed for first and second level personnel under Memorandum Order No. 4 dated February 1, 2001 applies.

Policy and purpose of OP-PMES

  • The Memorandum Order adopts the PMES framework to govern performance management and evaluation of third level officials in the Office of the President (proper).
  • The system is adopted to apply effective January 2005 until the CESB develops a new CESPES.
