It implemented in the Office of the President (proper) a Performance Management and Evaluation System (OP-PMES) for Career Executive Service (CES) officials and other third level officials, effective January 2005, until a new CESPES is developed by the CESB.
Circular No. 5, series of 2004, issued by the Career Executive Service Board (CESB) on 28 July 2004.
All heads of departments and agencies of the national government, including GOCCs with original charters, were directed to implement a semi-annual or annual internal performance appraisal system for their CES officials pending development of a new CES performance evaluation system (CESPES).
Section 3 of AO No. 161 provides that incentive pay shall be based on individual personnel productivity and performance, as determined by the heads of respective offices/agencies in accordance with Civil Service Commission policies and standards.
The Performance Management Evaluation System (PMES) prescribed for the first and second level personnel pursuant to Memorandum Order No. 149, as amended by Memorandum Order No. 149-A, was adopted for CES and other third level officials in the Office of the President.
It became effective January 2005 and was to remain in effect until such time that the CESB has come up with a new CESPES.
For the rating period covering July to December 2004, the PMES prescribed for the first and second level personnel pursuant to Memorandum Order No. 4 (Feb. 1, 2001) would be adopted.
A Performance Evaluation Review Committee (PERC) for the third level was created.
The Chairman was the Senior Deputy Executive Secretary.
Members included: (1) Deputy Executive Secretary for Finance and Administration; (2) Deputy Executive Secretary for Legal Affairs; (3) Deputy Executive Secretary for General Administration; (4) a representative from the OP-CESO Association representing the third level officials; and (5) the Chairman of the PERC for 1st & 2nd level personnel.
They are: (1) review of officials' performance targets; (2) determination of final rating in case of disagreement; and (3) final monitoring and evaluation of the OP-PMES for the third level.
The PERC Chairman for the 1st & 2nd level shall likewise act as the Secretariat.
It states that the PMES for first and second level personnel is being adopted for CES and other third level officials pending the development by the CESB of a new CESPES, consistent with earlier CESB directives.
OP-PMES for CES and third level officials is effective until the CESB comes up with a new CESPES; the interim system is adopted because the new system was not yet available.
It applies not only to CES officials but also to other third level officials in the Office of the President, as stated in the title and body of the memorandum order.
It takes effect immediately.
