President Gloria Macapagal-Arroyo directs the Housing and Urban Development Coordinating Council (HUDCC) to oversee and expedite the implementation of housing projects in designated sites to address the urgent need for housing among homeless Filipinos.

Project Management Office Leadership and Staffing

  • PMO headed by a full-time Project Director appointed by the President upon HUDCC recommendation.
  • Staffing to be drawn from key shelter agencies’ personnel, under HUDCC general supervision.

Collaboration for Technical and Financial Assistance

  • HUDCC authorized to seek technical or financial assistance from government agencies, local government units, financing institutions, NGOs, and other stakeholders.

Responsibilities of Partner Agencies and Departments

  • Agencies funding or implementing project components must coordinate closely with HUDCC.
  • Each agency responsible for their component’s implementation under their own established procedures.
  • Consistency required with Terms of Reference for projects and HUDCC’s guidelines.

Disposal of Excess Housing Units

  • Should housing units exceed beneficiary needs, HUDCC may allocate surplus units to other low-salaried government employees.
  • Distribution subject to HUDCC-adopted prequalification guidelines.

Reporting Requirements to the Office of the President

  • HUDCC must submit regular reports on project status to the Office of the President via the Executive Secretary.

Budgeting and Funding Procedures

  • HUDCC to submit work program and budget requests to the Department of Budget and Management (DBM).
  • DBM will recommend funding amounts to the President.

Revocation of Inconsistent Issuances

  • Any previous issuances conflicting with this Memorandum Order are considered revoked or amended.

Immediate Effectivity

  • The Memorandum Order takes effect immediately upon issuance.
