The Housing and Urban Development Coordinating Council (HUDCC) is directed to oversee and fast-track housing projects in proclaimed housing sites.
Examples of proclaimed housing sites include Lungsod Silangan Townsite Reservation, AFP Off-Base Housing sites, Southern Philippines Development Authority (SPDA) properties, and Department of Science and Technology-Industrial Technology Development Institute (DOST-ITDI) Employees Housing sites.
HUDCC is authorized to enter into, make, execute, perform, and carry out contracts of any kind or nature subject to existing laws, rules and regulations, to effectively discharge its powers and functions under this Order.
HUDCC may implement housing projects through competitive public bidding, simplified bidding, direct negotiation, or other analogous methods as authorized by the President, all subject to existing laws, rules and regulations on public bidding and negotiated contracts.
HUDCC must establish a Bid and Award Committee (BAC) and a Project Management Office (PMO) to oversee the bidding and implementation of projects, respectively.
The PMO is headed by a full-time Project Director appointed by the President upon the recommendation of the HUDCC Chairman.
HUDCC may call on key shelter agencies, local government units, financing institutions, NGOs, and other concerned entities for technical or financial assistance. The agencies or departments responsible for funding or implementing specific components are directly responsible for those components, ensuring consistency with HUDCC guidelines.
The HUDCC shall dispose of the residual housing units to other low-salaried government employees, subject to prequalification guidelines it may adopt.
HUDCC must submit periodic status reports on project implementation to the Office of the President through the Executive Secretary, and submit a work program and budget proposal to the Department of Budget and Management (DBM) for funding recommendations.
