Establishment of the National Steering Committee
- The Office of the Presidential Adviser for Children's Affairs is designated as the primary policy-making and coordinating body for child development programs and institutions nationwide.
Powers and Responsibilities of the Office of the Presidential Adviser for Children’s Affairs
- Advises the President on children's issues.
- Recommends measures or programs aligning with the Estrada Administration's pro-poor agenda.
- Reviews existing legislation concerning children and recommends new or amended laws for child protection and welfare.
- Facilitates sourcing of funds for programs and projects from domestic and foreign sources.
- Performs additional functions as authorized by the President.
Powers and Responsibilities of the Presidential Adviser for Children's Affairs
- Acts as Chief Executive Officer of the Office.
- Establishes organizational structure and appoints personnel on a permanent or contractual basis.
- Directs and supervises the Office’s operations and internal affairs.
- Has authority to suspend, dismiss, discipline employees for cause.
- Approves or disapproves appointments, transfers, or details of employees.
- Executes other functions authorized by the President.
Obligations of Other Government Agencies
- All government entities are mandated to provide necessary assistance to the National Steering Committee.
- Failure to provide assistance constitutes an administrative offense subject to applicable laws and regulations.
Funding Provisions
- An initial amount of Five Million Pesos (P5,000,000.00) is authorized and allocated from the National Treasury.
- Funds come from any unappropriated source necessary for implementing the Executive Order.
Effectivity Clause
- This Executive Order takes effect immediately upon signing.
- Date of effectivity: August 26, 2000.
