The First National Summit on Children was scheduled to be held on October 26, 2000, at the Heroes Hall, Malacañang Palace, Manila.

The Office of the Presidential Adviser for Children's Affairs is designated as the primary policy-making and coordinating body for all child development programs and institutions in the Philippines.

The Office has the power to advise the President on children's issues, review and recommend changes to legislation for children's welfare, facilitate funding for child-related programs, and perform other functions authorized by the President.

The Presidential Adviser is the Chief Executive Officer of the Office, empowered to establish its organizational structure, appoint personnel, direct operations, discipline employees, and perform other functions authorized by the President.

All government offices, agencies, and instrumentalities must provide any assistance required by the Committee in carrying out its functions; failure to do so is considered an administrative offense.

Failure to provide assistance is deemed an administrative offense and shall be dealt with according to applicable laws and regulations.

An initial amount of Five Million Pesos (₱5,000,000.00) or so much as necessary is authorized to be released from the National Treasury from any fund not otherwise appropriated.

The Administration commits to the protection, survival, and development of Filipino children.

The National Summit on Children was intended to launch the Philippine National Development Plan for Children, also known as Child 21.
