Applicability and Fees for Outgoing CN-07 Service
- The CN-07 service is provided by Philpost as a supplementary service for international mail items, excluding those destined for Canada.
- Applicable mail services include Registered Letters, Insured and Priority Mails, and Parcel Post.
- Fees are set at PHP 20.00 for Registered Letters (including Letters, Printed Matters, Small Packets) and Insured & Priority Mails; PHP 45.00 for Parcel Post.
- These additional fees are added to the regular postage and must be affixed as postage stamps on the mail item, not on the CN-07 card.
Procedures for Handling Outgoing CN-07 Cards
- The CN-07 card must be attached in a visible manner on the mail item, specifically on the back of envelopes or any visible part of packets/parcels without obscuring mailing details.
- The sender is required to complete specific sections on the card including their name and address, as well as the addressee's name and address.
- The Postmaster or authorized personnel fills out the office of origin section, including:
- Name of Post Office
- Posting Date
- Nature of the mailed item
- Registry or Parcel number
- Insurance amount if applicable
- The Postmaster ensures that the CN-07 card is properly postmarked.
Handling Incomplete or Unreturned CN-07 Cards
- When an outgoing CN-07 card is returned without completion by the destination country, the irregularity must be reported to that country via a CN-08 Inquiry form.
- The Postmaster assists the sender in completing the CN-08 and forwards the form with the incomplete CN-07 to designated Offices of Exchange depending on mail type:
- Air and Airlifted mails handled by Mail Processing Office, Central Mail Exchange Office, Manila.
- Surface mails handled by Foreign Surface Mail Distribution Center, Pasay City.
- The destination country has 60 days to respond to the CN-08 inquiry.
- Upon receipt, the Offices of Exchange forward the CN-08 to the destination country and inform the sender of the final reply.
Liability and Documentation
- Philpost disclaims liability for CN-07 forms that are unsigned or incomplete by the addressee or their authorized representative.
- Philpost also disclaims liability if the CN-08 inquiry form is not responded to by the destination country.
- A light red CN-07 card is prescribed.
Procedures for Incoming CN-07 Cards at the Delivery Post Office
- The addressee or authorized representative must sign the CN-07 card indicating:
- Date of receipt or delivery
- Name of recipient
- Relationship if different person signs
- The delivery office detaches the signed CN-07 before handing over the mail item.
- The delivering personnel signs on the CN-07 form confirming delivery; failure to obtain a complete CN-07 may result in the delivering employee reimbursing indemnity paid to the sender if liable.
- The CN-07 card is postmarked with the destination post office's mark.
- If the addressee refuses to sign, the postal personnel notes refusal on the card.
Forwarding and Management of Incoming CN-07 Cards
- Completed CN-07 cards are forwarded to the Central Mail Exchange Center (CMEC).
- CMEC dispatches these cards to the originating country free of charge and by the fastest air route.
Administrative Oversight and Promotion
- The Office of the Assistant Postmaster General for Administration manages procurement and distribution of CN-07 and CN-08 cards.
- Questions and concerns are directed to the Assistant Postmaster General for Operations and the Manager of the International Affairs Department.
- Regional Directors, Operations Directors, Postmasters, and postal personnel are instructed to actively promote the CN-07 service and monitor its compliance within their jurisdictions.
- Official adoption and enactment of these guidelines were made on February 7, 2011, under the authority of the Postmaster General & CEO.
