Q&A (PPC PHILPOST CIRCULAR NO. 11-03)

Advice of Receipt/Delivery (CN-07) for International Mails is the equivalent of the Registry Return Card in domestic mails, serving as evidence of receipt by the addressee of the mail sent by the sender.

The CN-07 service is available for international mail items such as Registered Letters (Letters, Printed Matters, Small Packets), Insured & Priority Mails, and Parcel a post destined for delivery outside the Philippines except Canada.

The fee is PHP 20.00 for Registered Letters (Letters, Printed Matters, Small Packets), Insured & Priority Mails, and PHP 45.00 for Parcel a post.

The additional postage for the CN-07 card must be affixed on the mail matter itself and not on the CN-07 card.

The CN-07 card should be attached at the back of the envelope for letters and in a visible place on packets/parcels without covering mailing particulars. The Postmaster must ensure it is properly attached to avoid detachment or loss.

The sender is required to accomplish the portion indicated for the sender, including their name and address, and the addressee’s name and address.

The Postmaster/authorized personnel must fill out the office of origin portion including the name of the post office, posting date, nature of the item mailed, registry or parcel number, and the amount of insurance if the mail is insured.

The irregularity is notified to the destination country through the CN-08 Inquiry Form by the Post Office of Posting, and the Postmaster assists in lodging the inquiry and forwarding the CN-08 form to the appropriate Offices of Exchange for processing.

If the CN-07 card is incomplete at the point of delivery, the postal employee who delivers the mail with the incomplete CN-07 shall reimburse the indemnity paid to the sender if prima facie evidence exists.

The postal personnel shall indicate on the CN-07 card that the "Addressee Refused Completion" and state that the item was delivered/received on a specific date before forwarding the card to the Central Mail Exchange Center.
