Policy purpose and program context
- The Circular is issued to facilitate recruitment and deployment of workers to the Republic of Korea under the Employment Permit System (EPS).
- The Circular is issued to further the Administration’s thrust to maximize employment opportunities for overseas Filipino workers.
Special group unit for SHPK processing
- A special unit is created at the Government Placement Branch (GPB) to handle the registration and pre-screening, test and interview, final screening, selection processing by Korean employers, and processing and documentation of workers prior to deployment to Korea.
- The special unit is established in anticipation of a big volume of applicants for the SHPK.
Registration coverage and who may apply
- Interested applicants must register for manpower registration under the SHPK.
- Applicants register in person with any of the following offices:
- Manpower Registry Division located at the Ground Floor of the POEA;
- the nearest POEA Regional Center/Extension Office (RC/REU); or
- designated PESO offices and DOLE Regional Offices.
- The Bureau of Local Employment (BLE) provides regular updates by providing POEA with the registry of applicants from the PESO network.
- The POEA shall not charge or collect fees for registration.
- POEA shall not authorize any entity other than the offices listed above to accept applications under this program.
Minimum registration requirements
- Applicants must submit the following requirements for registration:
- Photocopy of NBI Clearance;
- Photocopy of passport/NSO authenticated birth certificate;
- Photocopy of high school diploma/college diploma;
- 1 piece colored 2 X 2 picture.
- Applicants must not be over 40 years old by August 2004.
Testing, interviews, and final screening flow
- Applicants are notified of their schedules for test/s and structured interview.
- Applicants who registered at designated PESO offices or DOLE Regional Offices are notified through the BLE.
- Applicants who pass the test and interview undergo final screening prior to the interview by the Korean employer.
Selected workers: medical and Korean training
- Applicants selected by the Korean employer must undergo and pass:
- a pre-employment medical examination, and
- a 10-day Basic Korean Language Training Course.
- The POEA provides periodic advisories regarding the program through available media.
