The purpose of POEA Memorandum Circular No. 4, s. 2004 is to provide guidelines on the registration, recruitment, and deployment of Filipino workers under the Special Hiring Program for Korea (SHPK) in connection with Korea's Employment Permit System (EPS).

The Government Placement Branch (GPB) of the Philippine Overseas Employment Administration (POEA) is responsible for creating the Special Group/Unit for the SHPK.

Applicants may register in person at (1) the Manpower Registry Division at the POEA main office, (2) the nearest POEA Regional Center/Extension Office (RC/REU), and (3) designated Public Employment Service Offices (PESO) and Department of Labor and Employment (DOLE) Regional Offices.
