Purpose, operative direction, timing
- Starting 01 October 2014, all private MV and MC plates must be released after each new registration transaction.
- Plate release must follow the specific operational rules on numerical sequencing, first-in, first-out handling, and proper assignment of plate numbers.
- Releases must be implemented through the required reports, submission deadlines, and data uploading instructions.
Plate release method: sequencing and priority
- Plates must be issued in strict numerical sequence.
- Plates must be issued on a first-in, first-out basis.
- When the issued actual plate ending differs from the system-assigned temporary plate ending, the memorandum directs compliance with Memorandum dated 04 August 2014, re: Assignment of Plate Numbers and Collection of Additional MVUC Corresponding to the Portion of the Year Based on the Plate Ending.
- The memorandum requires the 04 August 2014 memorandum to apply in that specific ending-discrepancy situation.
Handling when physical plates are unavailable
- When physical plates are not yet available from the releasing office, the Central Office Property Section must provide Regional Offices with the list of allocated series.
- Allocated series from the Central Office Property Section must be assigned to private motor vehicles and motorcycles upon initial registration.
- The assigned allocated series serve as the motor vehicle or motorcycle’s permanent plate number.
- The permanent plate number must be printed as an improvised plate, instead of using the file number or conduction sticker number for that purpose.
- The assigned permanent plate number must be indicated in the Certificate of Registration and must be countersigned by the same signatory.
Documentation and countersignature requirement
- The memorandum requires use of improvised plates when physical plates are unavailable, while still assigning and recording permanent plate numbers.
- The assigned permanent plate number must appear in the Certificate of Registration.
- The Certificate of Registration must be countersigned by the same signatory for the permanent plate number to be effective for that purpose.
Required reporting and submission schedule
- Plate Request Forms (PRF) must be submitted on time according to the schedule in Memorandum dated 20 January 2014, re: Consolidated Guidelines in the Preparation of Plate Requests Starting January 2014.
- Plate Monitoring Reports must be submitted to the Plate Unit of the Property Section, LTO Central Office every 7th days of the succeeding month.
- A historical issuance list must be submitted to MID for uploading in the LTO-IT Data Base.
Historical data upload deadline and formatting
- The list of actual plate issuance for private motor vehicles and motorcycles from February 17 to May 31, 2014 must be submitted to MID for uploading.
- The submission to MID must be completed not later than 06 October 2014.
- The data upload must use the format instruction:
Region + Month + Year a__platea. - An example format is given for Region I for April 2014 using
a01 April 2014_platea.
Compliance directive
- The memorandum mandates strict compliance with all issuance and release procedures and with all reporting and uploading requirements.
