Starting 01 October 2014.
Plates must be issued in strict numerical sequence and on a first-in, first-out (FIFO) basis.
The LTO Central Office Property Section will provide the Regional Offices with the list of allocated series, which will be assigned to private vehicles and motorcycles upon initial registration as their permanent plate number.
It shall be printed as an improvised plate instead of using the file number or conduction sticker number.
It must be indicated in the Certificate of Registration and countersigned by the same signatory.
Plate Request Forms (PRF) must be submitted on time according to the schedule in the Memorandum dated 20 January 2014 on Consolidated Guidelines in the Preparation of Plate Requests starting January 2014.
Every 7th day of the succeeding month.
Not later than 06 October 2014.
It is to be uploaded by MID (for the LTO-IT Data Base), using the specified encoding format.
Utilizing Region + Month + Year followed by “a__platea” (example: for Region I report for April: “a01 April 2014_platea”).

It ensures proper allocation and tracking of plate numbers according to the memorandum’s system, preventing skips or out-of-order numbering.
It ensures that earlier registration transactions receive plates before later ones, in the order they were processed.
They should not use the file number or the conduction sticker number for the improvised plate; instead they must use the assigned permanent plate number.
The same signatory who signs the Certificate of Registration in that transaction (as stated: countersigned by the same signatory).
