Starting October 1, 2014, the LTO mandates the issuance of permanent motor vehicle and motorcycle plates in strict numerical order upon registration, with guidelines for handling temporary plates and required reporting for compliance.

The guidelines became effective on October 1, 2014.

Plates should be issued in strict numerical sequence and on a first-in, first-out basis.

The Memorandum dated August 4, 2014, regarding the Assignment of Plate Numbers and Collection of Additional MVUC based on plate ending shall apply.

The Central Office Property Section will provide the Regional Offices with a list of allocated series to assign permanent plate numbers, which will be printed as improvised plates instead of using file numbers or conduction sticker numbers.

The assigned permanent plate number must be indicated in the Certificate of Registration and countersigned by the same signatory.

Plate Request Forms must be submitted on time as per the schedule in the January 20, 2014 Memorandum. Plate Monitoring Reports are to be submitted to the Plate Unit every 7th day of the succeeding month. Additionally, actual plate issuance lists from February 17 to May 31, 2014, must be submitted to MID by October 6, 2014.

Reports must use the format Region + Month + Year + '_platea' (example: a01April2014_platea for Region I report for April).

Improvised plates serve as permanent plates for newly registered vehicles, replacing the use of file numbers or conduction sticker numbers until physical plates become available.

The Central Office Property Section provides Regional Offices with the list of allocated plate series and receives Plate Monitoring Reports for implementation and monitoring of the guidelines.
