Definition of Key Terms
- Official Trip: Trip sanctioned by the OP related to official functions or activities.
- Special Trip: Trip related to special activities not classified as official or emergency.
- Emergency Trip: Urgent trip necessary to avoid detriment to public service.
- Shuttle Service: Vehicle service transporting authorized passengers to and from OP premises during workdays.
- Authorized Passengers: OP and other government personnel not entitled to Transportation Allowance who wish to use the shuttle.
- Other Government Personnel: Non-OP employees who may use the shuttle only during return trips to the garage.
- Fare: Minimal amount collected (P10) from authorized passengers per ride.
Shuttle Service Routes and Schedules
- Two routes maintained, each serviced by an air-conditioned bus:
- Central Area Route: Malacañang to SM Fairview and back.
- Morning wait/departure: SM Fairview, 5:00-5:30 AM.
- Pick-up points include Litex, Commonwealth Ave., Philcoa, Delta, SM Centerpoint.
- South Route: Malacañang to Dasmariñas Town Proper and back.
- Morning wait/departure: Dasmariñas Town Proper, 4:45-5:00 AM.
- Afternoon wait/departure: Mabini Hall compound, 5:00-5:30 PM.
- Pick-up points include Imus, SM Bacoor, Baclaran, McDonalds Taft, Metro Gas Station.
- Central Area Route: Malacañang to SM Fairview and back.
- Routes subject to change based on practicality and effectiveness as per Committee recommendation.
- Deviations allowed for emergencies or unforeseen events such as demonstrations, traffic issues, or natural calamities.
Operation Guidelines
- Shuttle operates only on workdays (Monday to Friday).
- Provided and supervised by Malacañang Motor Pool (MMP) with drivers and guards.
- Exclusive use by authorized passengers; companions prohibited.
- Fare of P10 per ride required; office ID and ticket are passes.
- Tickets available at OP Cashier's Office.
- Use limited to official trips; special trips require approval from Senior Deputy Executive Secretary (SDES) or Deputy Executive Secretary for Finance and Administration (DESFA).
- Trips must be covered by a Special Order and Travel Permit.
- Evaluation criteria include vehicle/driver availability, travel time limit (10 hours max or 300 km), route conditions, and advantage over public transport.
- Changes in schedule, purpose, or destination require prior authorization.
- Strict bans on littering, smoking, and drinking inside the vehicles.
Procedures for Official Trips
- Requesting Office submits a letter request addressed to SDES/DESFA through the Director, MMP.
- Request must specify date, expected time of departure/return, destination, purpose, and authorized passengers.
Roles and Responsibilities of Shuttle Bus Drivers
- Drivers directly supervised by Chief Dispatcher, MMP; ultimately overseen by Head of Malacañang MMP.
- Entitled to overtime compensation per relevant special orders.
- Responsible for overall cleanliness, maintenance, and safekeeping of their assigned vehicles.
- Must immediately report any damages or mechanical issues.
- Bus cleaning scheduled daily from 9:00 to 10:00 AM after first run.
- Drivers must perform duties courteously to passengers, fellow motorists, traffic enforcers, and the public.
- Reckless behavior prohibited to safeguard passengers and public safety.
- Must avoid undue route deviations or favors to passengers.
- Required to economize fuel and consumables, such as avoiding prolonged engine idling and limiting air conditioning use.
- Prohibited from using buses as resting or sleeping quarters.
- Expected to observe public servant ethics, comply with office regulations, wear uniforms, and display IDs.
- Overseers or guards monitor driver and passenger conduct onboard for safety.
- Suggestion and complaint drop boxes available to improve service.
- Additional reasonable duties may be assigned by Head of Office.
Discipline and Passenger Conduct
- Smoking, drinking alcohol, and littering inside shuttle buses strictly prohibited.
- Companions of authorized passengers are not allowed, maintaining exclusive service use.
Provisions for Emergency or Special Circumstances
- Shuttle may deviate from designated routes during extreme urgency such as natural calamities, demonstrations, or accidents.
- Special trips subject to approvals and must have appropriate orders issued.
