Defined trips, shuttle service, and passengers
- An Official Trip is a trip sanctioned by the OP and related to the official functions/activities of the OP proper.
- A Special Trip is a trip related to special activities not falling under the category of official or emergency trip.
- An Emergency Trip is a trip where the need is exceptionally urgent, absolutely indispensable, or cannot be delayed without detriment to public service.
- The Shuttle Service is the vehicle service provided by OP to transport authorized passengers going to and from the OP premises from Mondays to Fridays.
- Authorized Passengers are OP and other government personnel who are not entitled to Transportation Allowance (TA) and who wish to avail of the shuttle service.
- Other Government Personnel are non-OP government employees who wish to avail of the shuttle service only during return trips to the garage.
- A Fare is the amount to be collected from authorized passengers who will avail of the shuttle service.
Routes, schedules, and pick-up points
- The OP Shuttle Service has two (1) routes using one (1) air-conditioned bus for each route.
- The Central area route runs Malacañang to SM Fairview & back with a morning schedule that includes:
- Waiting point: SM Fairview (along Regalado Ave.)
- Waiting time & departure: 5:00 a 5:30 am
- The South route runs Malacañang to Dasmariñas Town Proper & back with morning and afternoon schedules that include:
- Morning waiting point: Dasmariñas Town Proper (in front of Holy Immaculate Conception Church)
- Morning waiting time & departure: 4:45 a 5:00 am
- Afternoon waiting point: Mabini Hall compound
- Afternoon waiting time & departure: 5:00 a 5:30 pm
- The designated pick-up points are:
- Central area route (Malacañang to SM Fairview & back): Litex, Commonwealth Ave., Philcoa (Petro Gas Station), Delta (New Jacinto Food Center), SM Centerpoint (SM Skymart).
- South route (Malacañang to Dasmariñas Town Proper & back): Imus (in front of PLDT along Aguinaldo Hi-way), SM Bacoor (in front of Meralco Bldg. Baclaran (in front of Seaside Market along service road), McDonalds, Taft Avenue cor. Quirino Ave., Metro Gas Station, Pedro Gil cor. Quirino Ave.
- The routes are subject to change based on evaluation and recommendation of the Committee on Shuttle Service on practicality and effectiveness.
- The shuttle service may deviate from specified routes in cases of extreme urgency and necessity (including demonstrations, traffic re-routings, accidents, parades or processions, floods, natural calamity, and other unforeseen events).
Exclusive use, companions ban, and fare system
- The OP Shuttle Service is for the exclusive use of authorized passengers as defined.
- Companions are strictly prohibited.
- A minimal fare of P10.00 per ride is charged from authorized passengers.
- An Office ID and the ticket are required as the pass to board the shuttle service.
- Tickets are available at the OP Cashier’s Office.
- Shuttle service use is allowed for official trips only.
- Special trips may be allowed subject to approval of the Senior Deputy Executive Secretary (SDES) and/or Deputy Executive Secretary for Finance and Administration (DESFA).
Required documents and approvals
- Official and Special Trips must be duly covered by Special Order (SO) and Travel Permit as provided in the guidelines.
- The requesting process for official trips requires the Requesting Office to submit a letter request addressed to the SDES/DESFA through the Director, MMP.
- The letter request must indicate the following information:
- Date of Use
- Expected Time of Departure and return
- Destination (s)
- Purpose(s) of Trip
- Authorized Passenger(s)
- Changes in the schedule, purpose and/or destination of a trip are allowed only if duly authorized by SDES/DESFA before the scheduled trip.
Request evaluation criteria and travel limits
- The Director, MMP evaluates the request using the following criteria:
- Availability of vehicles and/or drivers on a first-come, first-served basis
- Maximum of ten (10) hours travel time or a maximum of 300 km traveling distance
- The route of travel must be paved/concrete roads and regularly plied by commercial buses
- The use of a shuttle service must be more advantageous than using public transportation
- The vehicle service is operated on the premise that authorized trips align with these evaluation conditions.
Staffing control, discipline, and supervision
- The bus drivers operate under the immediate and direct control and supervision of the Chief Dispatcher, Dispatch Section of the MMP Office.
- Drivers are under the general and overall supervision of the Head of the Malacañang MMP.
- Drivers assigned to the OP shuttle service are entitled to overtime compensation and are covered by the appropriate SO on overtime.
- Each driver is responsible for the shuttle bus’s:
- over-all cleanliness and maintenance
- care and custody of the vehicle as tools and accessories
- Drivers must report immediately to the Chief Dispatcher any dents, damages, defects, or signs of engine and/or mechanical malfunction of the assigned bus/vehicle.
- Cleaning time for buses is from 9:00 to 10:00 am upon arrival in the Malacañang MMP and/or after the first shuttle run.
- The Chief Dispatcher, Dispatch Section of MMP Office must regularly inspect the shuttle buses and ensure vehicles are in good running condition and well-cleaned inside and outside.
- Mechanical or engine defects reported by the assigned driver must be reported immediately to the Head-Operations Section for appropriate action.
Conduct rules and onboard oversight
- Drivers must perform duties with utmost courtesy to employee-passengers, fellow motorists, traffic enforcers, and the general public.
- Drivers must avoid acts of recklessness that may endanger passengers, pedestrians, or other road users.
- Drivers must avoid acts of impropriety that may tarnish the image of the OP proper.
- During transit, the overseer or guard on board must observe drivers’ performance and behavior and the behavior of employees/passengers to ensure safety.
- Drivers must not extend specified routes or deviate from them merely to accommodate passenger requests, and must not give undue favors to employees/passengers by extending routes/deviating.
Prohibitions affecting passenger experience and bus operation
- Littering, smoking, and drinking liquor inside the bus are strictly prohibited.
- Drivers must avoid any act that could cause wastage of fuel and other consumable items.
- When buses are not in use, drivers must avoid prolonged engine running, except for the purpose of warming-up.
- Drivers must turn on bus air conditioning systems only when necessary.
- Drivers must not use buses as their “hang-out” or sleeping quarters.
Ethics, uniforms, and additional duties
- Shuttle bus drivers must observe the norms of ethics and conduct of public officials and employees.
- Drivers must comply with office rules and regulations and wear their uniforms and display their identification cards at all times.
- Drop boxes for suggestions and/or comments/complaint are available for serving employees and personnel of the OP.
- Drivers must perform other duties that may be reasonably assigned by the Head of Office from time to time.
