Purpose and policy thrust
- The government revises the barangay roads and bridges guidelines because the major thrust has shifted to constructing barangay roads and bridges.
- The revised framework is intended to facilitate and expedite construction for the benefit and welfare of farmers and people in rural areas.
- The revised framework introduces a monitoring and supervising team system to enhance barangay performance and generate more accomplishments in a shorter time.
- The revised framework introduces a replenishment-based fund release mechanism to incentivize efficient and effective project progress.
Governing flow under PD 702
- The barangay roads work flow continues in accordance with guidelines implementing PD 702.
- Barangay project identification starts with the Barangay Captain, who identifies possible barangay roads projects in coordination with the Highway District/City Engineer.
- The identified projects move through barangay-level approval by bringing them to the Barangay Council for a resolution approving the project.
- The Barangay Captain then submits the approved project to the ABC President of the Paiiglungsod/Pambayang Katipunan ng mga Barangay.
- The Municipal ABC President prepares a list of proposals in order of priorities through consultation with the city/municipal mayor, CDG/MDG, and District/City Eng’r.
- The Municipal ABC President forwards the prioritized list to the President of the Panlalawigang Katipunan ng mga Barangay.
- The Municipal Selection Committee determines the top and secondary priority projects.
- The Provincial Selection Committee forwards the project list to the national Selection Committee.
- The National Selection Committee reviews submitted lists and selects and approves the priority projects.
- After final project selection, the District/City Engineer, upon advice from the Minister of Public Highways through the Director of the Bureau of Barangay Roads, prepares the program of work with cost estimates and submits these to the Minister of Local Government and Community Development through the Minister of Public Highways.
- When funds are made available, checks are prepared and released to the respective Municipal or City Treasurers through the Regional Directors and Highway District/City Engineers.
- The Barangay Council, in coordination with the Highway District Engineer/City Engineer, undertakes the work within the barangay area in accordance with the duly approved Program of Work.
- Disbursements are made by the Barangay Captain, approved by the HDE/CE, before payment by the Municipal Treasurer.
Selection committees and consultative participation
- The Municipal Selection Committee consists of: Municipal/City Mayor, City Engineer, Munio Dev./City Dev. Officer, and Municipal ABC President.
- The Provincial Selection Committee consists of: Provincial Governor, Highway District/City Engineer, Provincial Development Officer, and Provincial ABC President.
- The National Selection Committee consists of: Minister M P H, Minister M L G C D, President, Pambansang Katipunan ng mga Barangay (PKB).
- The NEDA Minister sits with the National Selection Committee in consultative capacity.
Innovation: calendar-year program and quarterly releases
- The guidelines require an overall program corresponding to the total fund appropriated and made available for one calendar year.
- The overall program must be prioritized into four (4) quarters, representing 25% of the total per quarter.
- An initial release equivalent to 25% of the overall program must be released for the 1st quarter to allow work to commence immediately.
- After the initial 25%, succeeding quarterly releases must be made available on a “replenishment” basis.
- The replenishment amount must be evaluated and determined by the monitoring and supervising teams through the issuance of an accomplishment certificate.
- The Accomplishment Certificate must contain: (a) Name, extent and location of project; (b) Cost and quantities accomplished; (c) Quality of Work and Time duration; (d) Amount recommended for replenishment; and (e) Other pertinent data.
Monitoring and supervising teams by level
- The monitoring and supervising teams perform functions and duties under the revised guidelines and support the replenishment-based releases through assessment and evaluation.
- The National Level monitoring team must meet at least once every quarter to assess and evaluate accomplishment certificates scaled by the regional teams and recommend to the President through the Minister of Public Highways the amount to be released for the succeeding quarter.
- The National Level team consists of: Representative of the Presidential Management Staff (Chairman), Assistant Minister MLGCD (Member), and Director Bureau of Barangay Roads MPH (Member).
- The Regional Level monitoring team must meet at least once a month to undertake site investigation/assessment and/or check and review progress reports submitted by provincial teams.
- The Regional Level team consists of: MPH Regional Director (Chairnan/Chairman), NEDA Regional Director (Member), MLGCD Regional Director (Member), and COA Regional Director (Member).
- The Provincial/District/City Level team must meet as often as necessary to supervise projects and appraise progress for reporting to the regional team.
- The Provincial/District/City Level team may establish priorities consistent with the list submitted by the selection committee.
- The Provincial/District/City Level team may authorize/approve realignments or changes or revisions if the changes are within the same barangay and the regional team is duly informed.
- The Provincial/District/City Level team consists of: Governor/City Mayor or his Representative who is a member of the Sangguniang Panlalawigan/Panlunsod (Chairman), Highway District Engineer (Member), Representative of the MLGCD (Member), and Highway Auditor (Member).
Fund releases tied to performance; spillover rule
- Fund releases are governed by accomplishments and/or performance as the basis for succeeding releases of funds.
- The National Team makes its recommendation to the President through the Minister of Public Highways on the amount to be released for each following quarter in accordance with the overall program.
- If the programmed targets for the calendar year are not met, the uncompleted portion spills through the next year’s program.
- The spillover rule applies only to Provinces that fail to achieve their programmed targets.
Barangay equipment rules and revolving fund
- Barangay equipment used exclusively for barangay projects is free of rental.
- Operational costs of barangay equipment (including fuel, oils, operator’s wages, etc.) are charged directly to the Project engaged.
- The Highway District/City Engineer must schedule the use of the equipment among barangay projects in his area.
- The Highway District/City Engineer is authorized to retain 5% of each project programmed to constitute a revolving fund for replacement of tires, batteries, spare parts for repairs, servicing, etc..
- The retained 5% must be used exclusively for maintaining the barangay equipment.
- Expenditures from the revolving fund require approval by the HDE/CE and must be noted by the Chairman of the Provincial Team.
- All expenditures on funds retained must be reported to the Regional Team, which must forward a consolidated report of expenditure to the National Team.
Transitional and administrative execution
- The revised guidelines keep the existing barangay project workflow under the PD 702 framework while adding the quarterly program and team-based monitoring structure.
- Quarterly releases on replenishment depend on evaluation and determination by monitoring and supervising teams through accomplishment certificate processing.
- Prompt fund release is required to implement the replenishment scheme effectively when accomplishment certificates are submitted and verified.
Rationale for replenishment incentives
- The replenishment mechanism is designed to provide incentives for barangays to perform efficiently and effectively.
- The replenishment approach is anchored on barangays being assured of subsequent fund replenishments once projects progress satisfactorily.
- Prompt release upon certificate submission and verification is required so that barangays can perceive that central office obligations under the scheme are met.
