It shifts the government’s infrastructure thrust toward barangay roads and bridges and revises the existing guidelines to facilitate and expedite construction, including the creation of monitoring and supervising teams.
National: chaired by a Representative of the Presidential Management Staff. Regional: chaired by the MPH Regional Director. Provincial/District/City: chaired by the Governor/City Mayor (or his representative who is a member of the relevant sanggunian).
Presidential Management Staff (chair), Assistant Minister of MLGCD, and Director of the Bureau of Barangay Roads (MPH).
MPH Regional Director (chair), NEDA Regional Director, MLGCD Regional Director, and COA Regional Director.
Governor/City Mayor (or representative from the sanggunian) as chair; the Highway District Engineer; a representative of MLGCD; and the Highway Auditor.
The Barangay Captain identifies possible barangay road projects in coordination with the Highway District/City Engineer, then brings the project to the Barangay Council for resolution and submits it to the appropriate ABC structure.
Barangay Council approval is required via a Barangay Council resolution before the project is submitted to the ABC/Panlunsod/Pambayang Katipunan system.
The Municipal ABC President prepares the list of proposals in order of priorities after consultation with the city/municipal mayor, CDG/MDG, and the District/City Engineer.
Municipal ABC President forwards the list to the President of the Panlalawigang Katipunan; the Municipal Selection Committee identifies top/secondary priorities; the Provincial Selection Committee forwards to the national Selection Committee; the National Selection Committee reviews and selects/approves priority projects.
Members: Municipal/City Mayor, City Engineer, Municipal/City Development Officer, Municipal ABC President. Its function is to determine the top and secondary priority barangay road projects.
Members: Minister of Public Highways, Minister of Local Government & Community Development, President of the Pambansang Katipunan ng mga Barangay (PKB). NEDA Minister sits in consultative capacity.
The District/City Engineer prepares the program of work and cost estimates upon advice from the Minister of Public Highways through the Director of the Bureau of Barangay Roads, and submits them to the Minister of Local Government and Community Development through the Minister of Public Highways.
An overall yearly program is split into four quarters (25% each). A 25% initial release is made for the 1st quarter. Succeeding quarterly releases are made on a replenishment basis, triggered by accomplishment certificates evaluated/determined by the monitoring and supervising teams.
It must include: (1) name, extent, and location of project; (2) cost and quantities accomplished; (3) quality of work and time duration; (4) amount recommended for replenishment; and (5) other pertinent data.
Disbursements are made by the Barangay Captain and approved by the Highway District Engineer/City Engineer before payment by the Municipal Treasurer.
If targets are not met, the uncompleted portion spills over to the next year’s program, applicable only to provinces that fail to achieve their programmed targets.
Rental is free if used exclusively for barangay projects; operational costs (fuel, oils, operator wages, etc.) are charged directly to the project. The HDE/CE may retain 5% of each programmed project to form a revolving fund for maintenance-related needs (tires, batteries, spare parts, servicing), with expenditures approved by HDE/CE and noted by the chair of the provincial team, then reported to the regional and national teams.
